Description
The following questions were asked for solicitation FU304712141200 posted August 28,2001. 1.Question: Can one days worth of photographs (approximately 200-350) be cataloged onto one CD as long as each flight is separated into its own file and numbered accordingly? Answer: Yes 2. Question: Will there be any secure area for the storage of computer equipment & photographic equipment at the work site. Or will this equipment need to come and go each week along with the staff. Answer: Cabinet is available. Contractor must provide their own padlock. 3. Question: The DD Forms 2266 that are to be furnished with each flight; will these form contain the trainee?s name, roster number and flight number? Will these numbers be available in advance of a flight?s arrival. Answer: Information will arrive with flight not in advance. 4. Question: If the contractor?s equipment malfunctions, can the photo sessions be rescheduled for a different day? Answer: No 5. Question: Is there a provision for increase or decrease of number of photographs to adjust costs to the Contractor? Answer: No 6. Question: If the contractor reports for a schedule photo session and the flights are a ?no show? will the Contractor be compensated for his costs? Answer: There are no ?no shows?. 7. Question: Solicitation states that the Government will provide space for the photography. Will the Government provide a secure area for equipment storage? Answer: See question 2 above. A cabinet will be available for equipment storage. Contractor must provide their own padlock. 8. Question: Request you consider re-soliciting this current requirement as an 8(a) set aside. Answer: As this is a new requirement it is our business decision to compete this requirement. At this time we are not going to make it an 8(a) set aside. 9. Question: We would like to clarify whether the Service Contract Act (SCA) applies. Answer: The Service Contract Act does apply on this requirement. Wage Determination No: 94-2521 Rev (23) Area San Antonio, Tx, Date of Last Revision: 08-02-2001 9. Question: While the incumbent contractor is familiar with the facilities that have been made available under the past contract, no other offeror has this advantage. In order to eliminate any competitive advantage, we request that all offerors be given an opportunity to tour the existing space to see the footage, lighting, handicap accessibility, etc. Answer: A site visit will be held on Wednesday, September 05, 2001 at 11:00 AM. All interested parties should meet at the Contracting Squadron, Bldg 5450, Lackland AFB, Tx by 10:30 AM. 10. Question: The synopsis/solicitation did not mention any options. It is usually advantageous to both parties to avoid the need to re-bid the contract on an annual basis Is it your intent to make this for only 12 months without any options to renew or extend? Answer: As stated in the solicitation performance period is 01 Oct 01 through 30 Sep 02. This is strictly a 12 month contract with no options. 11. Question: We request that you advise the basis of payment on the prior contracts. Was it based on a using ?sets? as the unit? What type of contract ,e.g. ID-IQ? If it was ID-IQ, what was the minimum? Was there provision for a monthly payment? Answer: The unit of issue was based on ?sets?. This contract was requirements contract. Yes there was a provision for monthly payments 12. Question: We also request past procurement history information. Who is the incumbent? What the unit price on that Contract? What was the length of the contract? Is the current Statement of Work basically the same? What was the contract Number? About how many individuals were photographed? Is the incumbent eligible to bid on this solicitation? Answer: The incumbent contractor is Rohmann Services Inc. The unit price on the contract is .94 per set. The length of the contract runs for 2 of the 5 year contract. The current Statement of Work is not the same one of the changes to the sow is the change from film to digital. The contract Number is F41636-99-D0004. There were 2,983 individuals photographed during a month. The incumbent contractor is eligible to bid on this solicitation. 13. Question: This is shown as an RFQ. Does that mean that the Late Proposal Clause is inapplicable? Answer: Amendment will be accomplished to add FAR Clause 52.212-1 Instructions to Offeror-Commercial Items. Subparagraph (f) Late submissions, Modifications, Revisions, and Withdrawls of offers apply. 14. Question: We did not see any reference in the synopsis/solicitation to an evaluation procedure. How are you going to select your successful offeror? Will it be based upon price only? If there will be other factors, would you please identify the other factors and provide a ranking order of importance. Does FAR 52.212-2 apply? Answer: The selection will be based on low price. There are no other factors or ranking order of importance in this solicitation. FAR Clause 52.212-2 Evaluation-Commercial Items does not apply. 15. Question: Do you expect to receive technical proposals or do you just want a priced offer plus the Certifications and Representations referenced in your synopsis/solicitation? Answer: Please remit priced offer plus the Representations and Certifications. 16. Question: Please verify that there is a sub-paragraph numbering error in paragraph 6, CONTRACTOR FURNISHED PRODUCTS AND PERFORMANCE. The sub paragraphing runs (a) through (e) and then starts again with (d) and runs through (i). Answer: There was a numbering error in paragraph 6. The sub paragraphing should read: (a) through (k). 17. Question: The second subparagraph numbered (e) in Paragraph 6 refers to an example on Page C-6. Please clarify this reference. Answer: The referenced is an example photograph. It will be attached to amendment 2. 18. Question: Subparagraph numbered (i) of Paragraph 6 refers to a Performance Work Statement (PWS). Is this an incorrect reference or should all offerors be furnished with a copy of the intended PWS. Answer: In subparagraph (i) of paragraph 6 should read Statement of Work. There is no Performance Work Statement. All references to PERFORMANCE work Statement or PWS should read Statement of Work or SOW.
