- Description
- DESC: The Defense Energy Support Center (DESC), in conjunction with Ft. Rucker plans to offer the privatization of the Electric, Natural Gas, Water, and Wastewater utility systems located at the United States Army Ft Rucker, Alabama. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firms(s) will be selected to assume ownership of the above mentioned utility systems. The successful firm(s) will be required to purchase the existing systems from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Easement (an example will be attached to the RFP). The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: =20 =20 Natural Gas Distribution Systems: -- Fort Rucker (Including Knox Army Heliport) natural gas piping consists of approximately 190,800 linear feet of gas piping varying in size from 2 inches to 18 inches. -- Shell Army Heliport (located to the southwest of Fort Rucker) natural gas piping consists of 1,820 linear feet of gas piping less than 2 inches in size. Electrical Distribution Systems: -- Fort Rucker electrical distribution consists of 57.1 circuit miles of 12.5 kV overhead, 3.6 circuit miles of 12,5 kV underground, and 75 miles of other various conductors; Aerial Gunnery Range (73 miles of various conductors); Hammond Range (0.215 miles of various conductors); Hatch Stagefield (0.09 miles of various conductors); Hooper Stage field (0.12 miles of various conductors); Molinelli Tower Area (0.42 miles of various conductors); Range Control (0.32 miles of various conductors; Tabernacle Stagefield (0.21 miles of various conductors); Cairns Army Airfield (8.82 circuit miles); Shell Army Heliport (2.30 miles of various conductors); Stagefields: 10C (0.32 miles of various circuits); Allen (0.31 miles of various circuits); Brown (1.27 miles of various circuits); Goldberg (0.91 miles of various circuits); High Bluff (0.17 miles of various circuits); High Falls (0.068 miles of various circuits); Hunt (0.44 miles of various circuits); Louisville (0.54 miles of various circuits); Skelly (0.94 miles of various circuits); Stinson (0.23 miles of various circuits); TAC Runkle (1.21 miles of various circuits); TAC-X (1.01 miles of various circuits); Toth (0.32 miles of various circuits). =20 Water Distribution Systems: -- Fort Rucker water distribution consists of 359,700 linear feet of piping; Ech Stagefield (190 linear feet of piping); Hammond Range (130 linear feet of piping); Hatch Stagefield (195 linear feet of piping); Hooper Stage field (1,330 linear feet of piping); Archery Range (600 linear feet of piping); East Beach (2,060 linear feet of piping); Engineers Beach (1,600 linear feet of piping); Engineers Beach (1,600 linear feet of piping); Singing Pines (360 linear feet of piping); West Beach (1,200 linear feet of piping); Wildlife Beach (240 linear feet of piping); Matteson Range (1,150 linear feet of piping); Molinelli (3,265 linear feet of piping); Range Control (800 linear feet of piping); Tabernacle Stagefield (100 linear feet of piping);.Cairns Army Airfield (25,660 linear feet of piping); Shell Army Heliport (3,020 linear feet of piping); Stagefields: 10C (705 linear feet of piping); Allen (320 linear feet of piping); Brown (3,150 linear feet of piping); Goldberg (1,915 linear feet of piping); High Bluff (340 linear feet of piping); High Falls (140 linear feet of piping); Hunt (1,200 linear feet of piping); Louisville (100 linear feet of piping); Skelly (250 linear feet of piping); Stinson (710 linear feet of piping); TAC Runkle (820 linear feet of piping); TAC-X (1,525 linear feet of piping); Toth (890 linear feet of piping). =20 Wastewater Collection Systems: -- Fort Rucker wastewater collection system consists of 300,140 linear feet of piping and a wastewater treatment facility activated sludge 2.5 MGD; Ech Stagefield (280 linear feet of piping); Hammond Range (20 linear feet of piping); Hatch Stagefield (105 linear feet of piping); Hooper Stage field (250 linear feet of piping); Archery Range (600 linear feet of piping); East Beach (3,565 linear feet of piping); Engineers Beach (50 linear feet of piping); Singing Pines (10 linear feet of piping); West Beach (unknown linear feet of piping); Wildlife Beach (880 linear feet of piping); Matteson Range (30 linear feet of piping); Molinelli (415 linear feet of piping); Range Control (290 linear feet of piping); Tabernacle Stagefield (110 linear feet of piping);.Cairns Army Airfield (11,435 linear feet of piping and wastewater treatment facility extended aeration process 0.5 MGD); Shell Army Heliport (8,630 linear feet of piping); Stagefields: 10C (660 linear feet of piping); Allen (345 linear feet of piping); Brown (150 linear feet of piping); Goldberg (1,330 linear feet of piping); High Bluff (195 linear feet of piping); High Falls (50 linear feet of piping); Hunt (340 linear feet of piping); Louisville (75 linear feet of piping); Skelly (300 linear feet of piping); Stinson (285 linear feet of piping); TAC Runkle (30 linear feet of piping); TAC-X (1,165 linear feet of piping); Toth (240 linear feet of piping). =20 This requirement is unrestricted.
