Description
DESC: The Defense Energy Support Center (DESC), in conjunction with the US Army Assistant Chief of Staff for Installation Management (ACSIM), and the Defense Logistics Agency Headquarters (DLA-HQ), plans to offer the privatization of various existing applicable Electric, Water, and Wastewater utility systems located at Defense Supply Center Columbus (DSCC) in Columbus, Ohio. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firms(s) will be selected to assume ownership of the above mentioned utility systems. The successful firm(s) will be required to purchase the existing systems from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate, the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: =20 ELECTRIC SYSTEM: DSCC currently purchases electric power at 138 kV from American Electric Power Company (AEP), at a single primary delivery point near the northeast corner of the Center. DSCC operates an electric utility system consisting of one 138-kV distribution substation; approximately 13.0 circuit-miles of 13.2-kV overhead primary distribution line; and approximately 6.7 circuit-miles of 13.2-kV underground primary distribution line. The Main Substation is supplied from AEP's 138-kV transmission line. It consists of two 138-kV transmission line terminations, two 20-MVA 138-13.2-kV LTC (load tap changing) power transformers, and seventeen 15-kV metal-clad circuit breakers. It is a conventional, outdoor, air-insulated substation configured in a double-ended main bus arrangement. This substation provides voltage regulation, control, and over-current protection for eight 13.2-kV distribution feeders, and includes four spare circuit breakers for future feeders. The majority of the distribution circuits are configured with loop tie switches to neighboring circuits. The distribution system is composed primarily of overhead, pole-line construction (which is conventional, wood pole, open wire construction) with pole-mounted transformer banks. However, there is also underground primary construction (utilizing duct type construction practices and pad-mounted transformers). The underground primary facilities are generally arranged in a looped configuration. WATER SYSTEM: The water distribution system at DSCC consists of water lines, valves, and fire hydrants. There are no water treatment facilities, booster pump stations, or water tanks on the Center. All potable water used at the Center is supplied by the City of Columbus. The Center connects to the City's water system at three locations. The Center's water distribution system consists of about 83,900 feet of water piping, 208 fire hydrants, 175 isolation valves and 76 post indicator valves. The most predominant pipe size is 8 inch. The original portion of the water system construction was in 1918; there was an expansion in 1942 to support World War II expansion. A portion of this system is still in operation today. Since then, much of the water distribution system has been upgraded. The older lines are cast iron pipes with lead-oakum used to seal the joints. The average water pressure at the Center is about 70 psi. WASTEWATER SYSTEM: The wastewater collection system at DSCC consists of collection pipes and three lift stations. There are no wastewater treatment facilities on the Center. All sewage generated on the Center is transferred to the City of Columbus treatment facilities for treatment. The Center's wastewater collection system consists of approximately 37,900 linear feet of piping, ranging in size from 4 to 18 inches, three lift stations, and about 151 manholes. For the most part, the wastewater lines are vitrified clay pipe. The most predominant size of piping is eight inches. The original portion of the wastewater collection system was constructed in 1918. Much of this system is still in operation today. In 1942, the system was expanded to accommodate expansion of the Center in support of World War II. Since 1942, the sewer system has only been expanded or upgraded to support new facilities. The most recent addition to the sewer system was in the mid to late 1990s.
