Description
This is a Sources Sought Synopsis. The U.S. Coast Guard is conducting market research to determine the existence and interest of possible sources to provide C130 mechanic, initial flight engineer, and co pilot training courses and related materials as described below. The training is divided into two groups: Group A and Group B. BOTH GROUPS A AND B MUST CONFORM TO THE FOLLOWING: a. Location: All training shall be conducted at the contractor?s facility, within a 25 mile radius of Clearwater, FL. b. Course Language: The training shall be conducted in English using standard aviation nomenclature. c. Trainee Evaluation Requirements: The contractor shall develop and implement a continuing evaluation program that shall determine each trainee?s progress toward meeting the task objectives. The program shall utilize written tests to measure understanding and ability to apply principles; and performance tests designed to measure the ability of the trainee to perform certain tasks or recall certain information as stated in the course objective. Written tests and written descriptions or outlines of performance tests shall be made available for Government inspection upon request. Trainees? completed tests shall be furnished to the COTR upon request. d. Methodology of Instruction: The instructor may use a variety of training aids. Instructor centered learning requires that the instructor always be in the classroom actively presenting material and leading discussions. e. The contractor shall provide this training for a minimum of one year and a maximum of five years. f. All courses must be FAA certified in their area. g. Instructors should be professionally trained in technical as well as educational fields and possess the broad background, technical capability, and practical experience relating to current aerospace and training technology. GROUP A SPECIFICS: Instructional capabilities should encompass a wide range of C 130 subjects including basic electrical, mechanical, environmental, fuel, airframe, guidance systems, and auxiliary power unit (APU) systems. This also includes concepts of organizational and intermediate levels of maintenance, and depot overhaul of aircraft mechanical components. Computer aided instruction, along with approved aircraft technical manuals should be used in actual aircraft maintenance procedures. Courses should offer instruction in: Systems Description, Component Location, Electrical Power Requirements, Systems Operation, Systems Interface, Block Diagram Analysis (where applicable), Organizational Level Maintenance, Requirements to include: Aircraft Wiring Diagrams, Operational Checkouts, Standard Troubleshooting Routines, Component Removal and Replacement Procedures, and Aircraft Wiring, Connectors, Coaxial Cable, and Associated Repairs. Particular courses of instruction should focus on Airframe Repair, Environmental Control Systems, Fuel System Maintenance, Fuel Tank Sealing and Tank Repair, Auxiliary Power Unit (APU) Maintenance, Aircraft Electrical and Instrument Systems Line Maintenance, Aircraft Electrical and Wiring Maintenance, and Guidance Systems Line Maintenance. GROUP B SPECIFICS: The contractor shall provide one laptop computer for use during the course of instruction per student for computer based training syllabus access. Before contract final award, the Coast Guard reserves the right of course and course material audit. Courses will consist of: a. Initial Flight Engineer Training: Length of course should not exceed 85 days. The course should consist of no more than 275 hours of academic ground school and simulator instruction. b. Co Pilot Initial Training: Length of course should not exceed 63 days. The course should consist of no more than 250 hours of academic ground school and simulator instruction. Flight Simulator Time: No less than 12 hours of flight simulator instruction for each student. Simulator instruction shall comply with Federal Aviation Regulations. The Coast Guard will provide the Coast Guard COMDTINST 3710, HC 130H Flight Manual, Coast Guard Instrument COMDTINST 3710 lecture, and any available course materials. The Coast Guard will provide CDNU training devices or CDNU equipped aircraft. The Coast Guard will provide the Cockpit Resource Management Course and appropriate course materials. Course Convenings: The contractor shall provide up to 4 training courses to teach up to 16 flight engineers and up to 4 training courses to teach up to 16 co pilots per fiscal year. Initial Flight Engineer Training Specifics: Objective: Provide Flight Engineer Students with classroom and aircraft simulator training on the C 130H aircraft. Classroom Items: The instruction shall include, but not be limited to: Initial Aircraft Performance, General Information, Electrical System, Fuel System, Engine System, Auxiliary Power Unit System, Overheat and Warning Systems, Checklist Procedures, Aircraft Performance, Propeller Systems, Hydraulic/Flight Control Systems, Avionics Systems, Pneumatic Systems, Landing Gear/Brakes Systems, Cargo Ramp and Door and Structures System, Misc. System Procedures. Simulator Training: A simulator training program shall be included and shall consist of not less than 12 hours of flight simulator instruction and at least 33 hours of training in a non moving flight training device. Co Pilot Initial Training Specifics: Objective: Provide Co Pilot students with classroom and aircraft simulator training on the C 130H aircraft. Classroom Items: The classroom instruction shall include, but not be limited to: Aircraft Overview/Orientation/Familiarization, Engine Overview, Checklist Procedures, Engine Start Procedures/APU, Engine/APU Malfunctions and Emergency Procedures, CDNU Operations/Autopilot/Flight Director, Nav/Communication/Flight Instruments, Electrical Systems, Fuel System, Hydraulic System, Pneumatic System, Propeller System, Aircraft Performance, Flight Characteristics/Emergency Procedures/Equipment, Large Aircraft Flight Characteristics Study Guide, Alternate Engine Start/Emergency Procedures, Hands On Events, SAR Procedures, All Weather Procedures, Pilot Instrument Refresher, Crew Resource Management Initial, FTD/FSS/FFS Briefs/Debriefs, Preflight Duties, Operational Procedures, Hazmat, CDNU Pilot Task Training, Engine Start Procedures (GTC), Engine/GTC Malfunctions and Emergency Procedures. Simulator Training: A simulator training program shall be included and shall consist of not less than 12 hours of flight simulator instruction and at least 33 hours of training in a non moving flight training device. DELIVERABLES: The contractor shall provide a flight engineer training program that will adequately train Coast Guard personnel to fly as flight engineers in C130H aircraft. The contractor shall provide a Co Pilot Initial Ground training program that will adequately train Coast Guard personnel to fly as co pilots in C130H aircraft. INFORMATION SOUGHT: Interested companies are encouraged to respond to this announcement, and provide a summary of their capabilities and their expected ability to meet the requirements above. Responses should include: (a) The name and address of the contractor; (b) Point of contact including name, title, phone and email addresses; (c) The size of the contractor, average annual revenue for the past three years and the number of employees; (d) A detailed description regarding the contractor?s ability to provide the courses and course related requirements above. Contractor should also indicate whether they can provide only Group A training, only Group B training, or both groups of training. Course descriptions should also be given. (e) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.
