- Description
- NASA/KSC plans to issue a Request for Quotation (RFQ) for a Cougar Dynamic Signal Analyzer. The dynamic signal analyzer is needed to analyze and actively display data during a vibration or modal and potentially acoustic testing. The data analysis must include time and frequency, time domain data analysis, and forced response simulation with structural dynamic simulation capability. The data analysis must be actively displayed during the test, not post-test analysis. The unit must interface with the existing UnHoltz Dickie shaker control system and TEAC 16 channel data recording system. The unit must be able to import STAR binary data, perform Transient and Time Domain data analysis then export the result to an OLE compliant software package. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Spectral Dynamics, Inc, which provides the only known analyzer that meets the specified requirements and is capable of supplying the performance and compatibility required in the Vibration Lab. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, September 14. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
