- Description
- The United States Coast Guard intends to negotiate and award a sole source Simplified Acquisition to AT&T Alascom, 210 East Bluff Drive, Anchorage, AK 99501-1100. The proposed action is for an upgrade to the current Coast Guard LORSTA Attu analog microwave link connecting Attu and Shemya Islands approximately 40 miles apart. The new upgrade point-to-point microwave radio shall be a digital microwave radio link between LORSTA Attu, Attu Island Alaska and AT&T Alascom on Eareckson Air Force base Shemya Island, Alaska. The system shall be provided and installed at Shemya and Attu. This link shall provide a minimum of 99.99% availability with a minimum of E-1 (2.048 Mbps) bandwidth throughput and shall be in the same frequency band as the existing radios (406.5 MHz thru 441.3 MHz). The new radios will need a hot-back-up capability, Transmit power output of 31 dBm minimum and a Receiver Sensitivity of ?92 dBm at 10-6 BER . This will allow the utilization of the existing towers, antennas and Heliax cable runs. The upgrade shall enable existing analog circuits to continue operating as they are now. The upgrade shall provide for additional phone circuits and a minimum of a 256 Kbps data circuit with a bandwidth that is not used by existing circuits. A DXR-200 integrated digital radio Manufactured by Digital Microwave Corporation or equal will meet the above requirements. This notice is not a request for proposals, however, if no responses are received by close of business 14 September 2001, with sufficient information to determine that another responsible source is available, negotiations will be conducted with AT&T Alascom. Only responses received in writing and demonstrating the ability to meet the requirements in a timely manner will be considered. No telephone inquiries will be accepted. The applicable NAICS code is 513310, and small business size standard is 1,500 employees. The Department of Transportation (DOT), Short-Term lending program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
