- Description
- Wilmington Harbor, NC-96 Act, Anchorage Basin and Passing Lane Dredging. 1. The Scope of Work consists of dredging from Station 39+70 in the Anchorage Basin to Station 60+00 Lower Brunswick Channel and from Station 55+00 Keg Island Channel through Reaves Point Channel. The work will consist of deepening the existing navigation channel and providing channel and turn wideners. The work will require the removal and disposal of material to provide a channel depth of 43 feet mean lower low water (MLLW) plus two (2) feet of allowable overdepth, in channel reaches with rock; and a channel depth of 42 feet mean lower low water (MLLW) plus two (2) feet of allowable overdepth in reaches without rock. Removal of rock by drilling and blasting will be allowed under this contract. The Eagle Island Disposal Area and the new Wilmington Ocean Dredge Material Disposal Site (ODMDS) are the Government furnished disposal areas for dredged material. The total quantity of material to be dredged, including allowable overdepth, and maintenance dredging is estimated to be about 12 million cubic yards. This is a Best Value Acquisition, under FAR Part 15 "Contracting By Negotiation" leading to the award of a Fixed Price Construction Contract (Dredging). The Award will be based on the following evaluation factors: (a) Work Plan / Methodology; (b) Resources and Capabilities; (c) Past Performance; and (d) Cost. Work Plan / Methodology is further divided into the following evaluation sub-factors: (a.1) Schedule / Order of Work; (a.2) Operational Blasting Plan; (a.3) Accident Prevention Plan; (a.4) Contractor Quality Control Plan; (a.5) Traffic Control Plan; (a.6) Dredged Material Disposal Plan; (a.7) Environmental Protection Plan; and (a.8) Subcontracting Plan. Resources and Capabilities are further divided into the following evaluation sub-factors: (b.1) Equipment; and (b.2) Personnel and Organization. The Cost Range for this project is $100,000,000 to $250,000,000. 2. AVAILIBILITY AND CHARGE: THE PLANS AND SPECIFICATIONS WILL BE ON A CD-ROM DISK, SHOULD BE AVAILIBLE ON OR ABOUT OCTOBER 5, 2001, WILL BE PROVIDED FREE OF CHARGE, AND SHOULD NOT BE RETURNED. Plans and Specifications will not be provided in a printed-paper hard copy form. Amendments will be made through either a 3.5" Diskette, CD-ROM Disk, or by a printed-paper hard copy. The CD-ROM Disk contains a simple window viewing application and two (2) commercial soft ware applications. All applications contained on the CD-ROM Disk can be run from the CD-ROM Disk. No installation is required. The recommended minimum hardware requirements are (1) 486/66 personal computer; (2) 8 or 16 M RAM; (3) CD-ROM drive; and (4) a Windows driven printer. The recommended minimum software requirement is Microsoft Windows 3.1, Windows95, or Windows NT.
