- The USDA, Agricultural Research Service (ARS), Midwest Area, requires three (3) steep tanks (Brand Name or Equal) or its equivalent, to be furnished and delivered (F.O.B. Destination) to the USDA-ARS-Cereal Crops Research Unit at the Barley & Malt Lab, 501 Walnut Street, Madison, WI 53705. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 101-CCRU-007 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is 100% set-aside for small businesses. NACIS Code 333111 with a corresponding size standard of 500 employees applies to qualify as a small business. The three (3) steep tanks including all hardware and accessories in accordance with the terms, conditions, and specifications contained in this document. These tanks will process 48 -- 50 to 250 g samples. The samples will have different optimal steep times, and the steeping equipment must be able to immerse individual samples at specific time intervals. A tank of temperature conditioned water (16-20 C) will surround an internal tank where steeping occurs. The internal tank must be capable of providing air rests as part of the steep protocol. ITEM: Steep tanks include the following: 1. Welded Stainless steel construction; 2. Sample access door at the front of unit with dimensions of 13.5" by 48" and hinged at the bottom; 3. Two rows of 12 solenoids (24 total) dropping two sample containers each, for a total of 48 sample containers being steeped; 4. A pump of 3 to 6 GPM for circulating conditioning water; 5. Conditioning water will be heated with a 1500 watt electric element; 6. Steep tank will be surrounded by conditioning water; 7. Water level in the conditioning tank will be maintained by a level switch controlling a solenoid valve; 8. Water transfer from conditioning to steep tank will be done by a motorized ball valve controlled by a level switch; 9. Water drain from the steep tank will be done by a motorized ball valve. The manual ball valve will be used to drain the conditioning tank; 10. Temperature controller for maintaining the water temp will be configured for heating only, with the capability of cooling by using the water input control; 11. Terminal block for the user to connect the drop solenoids, water input solenoid, circulating pump, water transfer and water drain valves to the computer interface; 12. All electrical controls connected to this terminal block will use low voltage contact closures to initiate that event; 13. Electrical connections will be located at bottom of steep unit through an access door; 14. Sample dropping solenoids will be made accessible for easy change out; 15. Sample containers supplied with unit will be 48, with dimensions of 3.5" by 3.5" and 6" tall. Please provide pricing and product literature for any additional application accessories for future expansion of the system. DELIVERY: The equipment, all required documentation and orientation shall be delivered (F.O.B. Destination) to the USDA, ARS, Barley & Malt Lab, 501 Walnut Street, Madison, WI 53705. Delivery of all equipment the Operations and Maintenance documentation shall be made within 8 weeks after receipt of the purchase order, and shall be delivered within the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excl. Federal holidays. Contractor-if this is not a realistic date please make note in your quote of a realistic date of delivery. Prices should reflect that they are FOB Destination and price will include everything identified above. The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the equipment and/or services to be provided under this contract. Inspection and acceptance will be performed at USDA, ARS, Barley & Malt Lab, 501 Walnut Street, Madison, WI 53705. The invoice shall be submitted in an original and mailed to the Contract Officer located at USDA, ARS, Dairy Forage Research Center, 1925 Linden Drive West, Madison, WI 53706.
