Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) has a requirement for the deployment of a web-based recruiting tool. This is a synopsis for commercial items. Simplified Acquisition Procedures will be used in accordance with FAR 13.5. The contract will be on a firm-fixed price basis with base items and option items. It is anticipated the contract will be awarded on or before 28 September 2001. The contract shall provide for the delivery of software, performance of customizations, training of personnel, delivery of maintenance fixes, providing access to recruiting services and delivery of software licenses. The base items are: RecruitMAX Server License (1 each); RecruitMAX Recruiter's Access (4 each); RecruitMAX Hiring Manager Module (1 each); RecruitMAX Hiring Manager's Access (50 each); Microsoft SQL Server (2 each); Cold Fusion for Status Server, Profiling Server, Review Server (3 each); RecruitMAX AIRS Licenses (7 each); RecruitMAX Monster.com Access (1 user); Maintenance costs (1 each); Customization costs (1 Lot) and installation costs (1 Lot). The option items are: RecruitMAX Additional Hiring Managers Access (20 each); RecruitMAX Additional Recruiter's Access (2 each); RecruitMAX AIRS Licenses (7 each); RecruitMAX Additional Monster.Com First User (1 each); RecruitMAX Additional Monster.Com Access 2nd User (1 each); RecruitMAX Monster.Com College Site Access (1 each); Additional maintenance costs (1 each) and installation costs (1 Lot). This contract will provide the ability to deploy a system that will be an essential element of NSWCDD's ability to provide a high quality workforce in the near and long term. The following are the minimum capabilities that the application must provide: allow storage of OCR scanned documents; allow storage of various electronic documents formats; allow the scanning of documents and transmission of information directly into a database compatible with currently owned scanning hardware; provide for tracking of applicant status; provide for scheduling and tracking of interviews; provide the ability to import and use existing classification documents from an existing repository; allow attachments to requests for personnel actions, provide archiving of data; provide electronic forms access and the capability to develop and workflow electronic forms; provide for the purging of inactive applications and the maintenance of an inactive file; allow on-line time updating of employee data record(s) utilizing decision logic tables, to include edits; allow any documents to be accessible using standard web-based browsers by all involved in the recruitment process; the system must allow linking of data across files and databases for reporting purposes; provide for recovery and backup of personnel actions; provide access control; provide a means to make changes when special situations occur; integrate with other systems and databases for scalability; provide for reports on applicants, including EEO statistics; provide for the generation of canned letters to be generated; provide the capability to send email notifications; provide for the running of ad-hoc searches; and allow downloading of data from other databases. Creative Systems Solutions has demonstrated that the software developed by their company meets all of the requirements stated above. In addition, the RecruitMAX product is developed using Cold Fusion and can be layered on any generic SQL database product. Since NSWCDD recruiting processes may evolve and change over time, it is a requirement that the software be scalable and extensible as technology evolves. In order for NSWCDD to meet its recruiting goals for FY02, this capability must be deployed by January 2002 and available for the recruiting efforts of the Spring 2002 college graduates. NSWCDD intends to award the contract on a sole source basis to Creative Systems Solutions, 213 Sixth Avenue North, Jacksonville, FL 32250. The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area; therefore, the synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www/nswc.navy.mil.supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments. The North American Industry Classification System code is 541511, $18 million. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR).
