Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27, and Defense Acquisition Circular 91-13. The requirement is for the purchase of one address/barcode printer (Buskro Model BK-660 or equivalent) with online tabber and one 6 station inserter with smart insertion module (Mailcrafter Model 9800 Thor Series or equivalent). Delivery shall be 60 days after receipt of order. Place of delivery and acceptance is DAPS-Lackland, 1531 Connally St, Lackland AFB, Tx 78236-5514. Offerors must provide descriptive brochures/literature of the items being offered. The descriptive technical literature submitted needs to clearly communicate the offeror's understanding and compliance with the minimum requirements set forth in the technical description below. Offeror's proposal must include pricing for all solicitation requirements. Discussions may or may not be held with offerors; therefore, each offeror's initial proposal should be complete and accurate. Contractor shall provide complete installation and user training, including delivery of two user manuals for each piece of equipment. Costs for shipping, installation, manuals and training must be separately identifiable in the proposal. Contractor shall provide all materials, labor, and transportation necessary to complete the installation and training. Equipment must be furnished with standard commercial warranty, item unique warranty information must be provided in proposal. Technical Requirements (Salient characteristics): Address/Barcode printer with four(4) 1" H.P. print heads (positionable where required) that use the HP45A cartridge, integrated top loading vacuum shuttle feed, two(2) 3"x20" UV dryers on one vacuum base, in-line high speed tabber, and conveyor. Addressing equipment must include a friction feeder that can be placed inside the vacuum shuttle feed to allow for more positive feed of "z" folded, irregular folded, or thick pieces for addressing. Address/Barcode must be capable of printing return address, indicia, delivery address with barcode and up to 2" of other information in one pass. Unit must handle material sizes from 3"x5" to 16" x 17" and be capable of handling pieces up to 1 1/8" thick. Print speed must be at least 25,000 pieces per hour. Printer must be able to use bladder cartridges as well as standard ink cartridges. System must be upgradeable as new print technology arises. System must include any networkable computer necessary to drive system and must provide for unlimited address recovery. Layout software must be included. Tabber must work in-line with printer and be capable of placing 1-3 tabs on a single pass. Tab placement must be left, right, or flat. It must also be capable of placing paper, clear, opaque, perforated paper, or perforated clear tabs. Tabber must be able to place live postage stamps from rolls. Tabber must handle ?" to 2" tab on rolls up to 50,000 tabs per roll. Tabber must be able to handle material from 3"x5" up to 17"x15" with a thickness up to 5/8". Sensor adjustment must be automatic. Tabber must be able to tab at least 30,000 pieces per hour. Transport must have heavy-duty motor and bias belt(s). Takeup spool must be included. Address printer, tabber, and conveyor must be fully integrated so that when the stop button is hit on any module of the system all components will stop and must step automatically when zip code break is detected. The inserter must be a minimum 6 station inserter with 180? turnover, 5 ?' conveyor with intelligent (OMR) fold and insert module. The system must be expandable by 2/4/6 stations if required. The unit must be capable of inserting envelopes to 6 ? x 9 ? in size. A separate friction feeder capable of feeding "z" folded pieces and "slick" mail pieces is to be included for this system. The friction feeder must fit into one of the feed stations. Must have a 10 inch or larger operator interface control monitor. The inserter must operate at a speed of at least 8,000 sealed mail pieces per hour. Inserter must include a DC stepping motor to incrementally step for setup. Must include a programmable detection/divert system to allow misfed pieces to be diverted so inserter continues operating at maximum capacity without operator intervention until programmed number of misfeeds is reached. System must have air assist at envelope opening station. The smart insertion module must be intelligent OMR capable accumulating feeder/folder. The folder must be able to fold from 1-4 sheets of letter or legal paper in 'c', 'z', or 'double' fold for insertion into a #10 envelope and 1-7 sheets 'half' fold for insertion into 6 ? x 9 ? envelope. Warranty service for all equipment must be provided locally to San Antonio, Tx. Award will be made to the offeror whose proposal represents the best value to the Government considering the following factors in descending order of importance: Technical Excellence (Quality), Past Performance, and Price. Offerors must provide past performance information with their proposal. This information must document at least three contracts placed over the past three years, and must include the company names, addresses, telephone numbers, and names of contacts, and any other pertinent information to document past performance. =20 The following provisions and clauses can be viewed through Internet access at the GSA FAR Site, http://www.arnet.gov/far/. The solicitation provision at FAR 52.252-1, Instructions to Offerors-Commerical Items (Oct 2000) is incorporated by reference. Offerors must include with their quote a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (MAY 2001), and a completed copy of the Trade Agreements Certificate at DFARS 252.225-7020. FAR 52.212-4, Contract Terms and Conditions -- Commercial items (MAY 2001), is hereby incorporated by reference and will apply to any resultant contract. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (May 2001) is hereby incorporated by reference. Prior to receiving any contract award, contractors must be registered in the Central Contract Registration (CCR).
