Description

The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for Engineering and Technical services in support of NAWCAD Test and Evaluation Department (AIR-4.11). The services envisioned will provide test and evaluation engineering, which includes research and development, systems analysis and engineering, prototyping, ground, laboratory and flight test conduct and evaluation, analysis, test development, and warfare systems integration into all Naval aviation platforms. This procurement is a follow-on effort to contracts N00421-97-D-1213, N00421-97-D-1214, N00421-98-C-1109, and N00421-97-C-1234. The solicitation will contain a one-year base period and four one-year option periods averaging approximately 917,739 hours for the base period, then 959,739 hours each option year thereafter. The Government will also include the option provisions in FAR 52.217-8. The Government will award Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity contracts resulting from this solicitation to the responsible Offeror(s) whose offer(s) conform to the solicitation and will be most advantageous to the Government. Cost or price and other factors specified elsewhere in the solicitation will be considered. The Government anticipates if award is made, it will be on a multiple award basis, therefore interested parties need not be capable of performing the entire effort. The North American Industry Classification System code is 541710. This solicitation is being issued on an unrestricted basis. However, the Government will make contract award using a three-tiered reserve system. The first tier will be comprised of 8(a) companies, the second tier will be consist of small business companies, and the third tier will consider full and open competition. The reservations will only be applied to the extent that technically acceptable proposals are received from qualifying Offerors. The Government anticipates five contracts will be awarded under this solicitation. This in no way prohibits the Government from making fewer or more awards than estimated, based on the offers received and the best interest of the Government. The Navy intends to release the Request for Proposal (RFP) via the Internet. Requests for RFPs shall be sent electronically to the Contract Specialist at the following address: francoa@navair.navy.mil. TELEPHONE AND FACSIMILE REQUESTS FOR SOLICITATIONS WILL NOT BE ACCEPTED OR RETURNED. All Internet responses must provide the return Internet address and a Post Office mailing address within the body of the response. Internet responses without the aforementioned addresses will not be recognized. The solicitation will be made available only over the Internet in Word format and will reside at http://www.navair.navy.mil/business/ecommerce by close of business 20 September 2001. Hard copies will NOT be available for pickup or mailing. Offerors who have requested an electronic copy of the RFP will be notified via email when it is released.
