Description

Under the authority of FAR 6.301-1 the Bureau of the Census (BOC) intends to award a sole source contract to Frederic Borsa to provide expert assistance to the BOC's Field Division for a decennial specialist/training specialist. The position requires a subject-matter expert with strong analytical, writing, communications, and editing skills. The incumbent must be experienced in researching and evaluating documentation and demonstrate expert knowledge of census field and Operations Control System (OCS) 2000 operations. In addition, must provide technical support, review, and guidance on a wide range of decennial programs, operational plans, and OCS2000 activities to Headquarters Field Division staff and Regional Census Center (RCC) managers. The period of performance of this contract will be from date of award through September 30, 2002 with the option to extend for 4 one year periods. It is the BOC's belief that Mr. Borsa is the only responsible source to provide this service. Interested contractors shall respond, in writing, showing clear and convincing evidence that competition would be advantageous to the government. In doing so, interested contractors must submit technical capabilities, pricing and other information that demonstrates their ability to meet the BOC's needs. No solicitation document is available. No contract will be awarded based on offers received in response to this notice. If no affirmative written response is received within 15 days from the date of this synopsis, a sole source contract will be issued to the proposed contractor without further notice.
