Description
This proposed procurement Set Aside for Small Businesses, SIC 0782, NAICS 561730, Size Standard $5,000,000.00. The Government intends to procure this requirement through the Simplified Acquisition Method of Commercial Item. Estimated cost of services is between $1,000,000.00 and $5,000,000.00. All responsible sources may submit a proposal, which will be considered for award. Competitive quotes will be evaluated based on the evaluation criteria set forth in the solicitation package. The contract will be awarded for a base year and four option years (if exercised). The initial period of performance will be from the date of contract award through 30 September 2002 for the base year. Work consists of providing all services, materials, supplies, supervision, labor, and equipment necessary to provide grounds maintenance services. Grounds maintenance services consists of grass cutting, edging pavements/curbs, cutting vegetation, trimming hedges, mulching, weeding, soil analysis, aerating, fertilizing, seeding, applying lime, policing grounds, removing leaves, removing fallen trees, pruning trees, providing erosion control, street sweeping, and the removal of ice and snow at the Washington Aqueduct, Washington, D.C. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation is being provided in an electronic format, free of charge, to all registered plan holders. The type of media through which the Government chooses to issue this solicitation is through the Internet only. This solicitation will not be issued in paper. Contractor's requests for this solicitation will be performed through ASFI.
