Description
This is combined synopsis/solicitation for commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ F23606-01-Q-5020. All Statement of Work and Evaluation Factor requirements must be met as they appear in this notice. This procurement is set-aside for small business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS code 23594 applies to this solicitation. The size standard is $11.5 million. The item description is as follows: Statement of Work: Contractor shall provide all labor, equipment and materials for the demolition of facilities 1425 and 146, located on Whiteman AFB, MO. 1) Facility 1425 is a wood framed partial two-story office building with Exterior Insulation and Finish Systems (EIFS) siding, concrete block foundation, concrete piers, slabs and concrete sidewalks. The first floor is approximately 10,934 square feet and the second floor 6,260 square feet. Steam piping located in the crawl space and walls is covered by asbestos insulation. Degradation of the insulation within the crawl space has left the soil and water there contaminated with asbestos. This soil shall be removed and the water treated prior to release. Remove the structure to include all footings, sidewalks and other debris and then dispose in an approved landfill. Water and sewage connections shall be capped at the mains and the facility?s steam line capped within the utility pit. The demolished site shall be restored to drain grade, seeded and mulched to an established and mowable lawn, matching that in the existing area or better. 2) Facility 146 is a single story concrete block building with a concrete slab floor and sidewalk. The building is approximately 373 square feet. Electrical power shall be disconnected at the breaker box. Remove the structure, to include all foundation footings, sidewalks and other debris and then dispose in an approved landfill. The demolished site shall be restored to drain grade, seeded and mulched to an established and mowable lawn, matching that in existing area or better. Grading and seeding will also include a 150-foot by 150-foot area north of the building. 3) Fill dirt required for this project is available on base, but must be loaded and hauled by the contractor. 4) All performance shall be accomplished in accordance with Whiteman AFB safety regulations, federal and state asbestos regulations and OSHA regulations and local codes. The performance period will be ninety days. End Statement of Work. A one-time site visit is scheduled for 11 Sept 2001 at 10:00 CST for all interested bidders to achieve a quality product.
