Description

This is a combined synopsis/solicitation for noncommercial items prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00164-01-Q-0322 applies and is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 as well as DCN 20001213. The North American Industry Classification System (NAICS) Code is 335999 and the business size standard is 500 employees. This requirement is as follows: CLIN 0001 Firm Fixed Price For Evaluation of Repair to OEM Functional Specifications, 1 ea Pre-Production Turret AAS-51, P/N 3154351-1, S/N 002. Delivery is required F.O.B. Destination within 120 days after award. Final inspection will be at NSWC Crane with a DD250 attached to a Certificate of Conformance signed by a responsible vendor representative for the acceptance signature at NSWC Crane. Selection for award will be based on past performance and price vendor must provide at least 3 pieces of historical performance data with the quote. This requirement is isssued on a sole source basis to Raytheon Systems, McKinney, TX, CAGE 96241. Raytheon is the Original Equipment Manufacturer for this Pre-Production Turret. The Government does not possess complete specifications/drawings to allow for adequate competition. This system must integrate with the existing system in terms of form, fit, function, and compatibility. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. Government Furnished Property- Shipping Instructions (APR 1984): The Government property to be furnished hereunder shall be shipped, all transportation charges prepaid to Raytheon, McKinney, TX within 14 days from effective date of purchase order. The Government property to be furnished is identified as follows: 1 ea Pre-Production Turret, P/N 3154351-1, S/N 002, acquisition cost of $750,000.00 ea. After evaluation for repair is completed, the contractor will submit a written quote for repair, which shall include an itemized breakdown of parts by part number, labor hours and labor rate. The Contracting Officer will respond in writing within 60 days to either modify the order to increase funding to allow for the complete repair, or to have the equipment returned unrepaired. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
