- Description
-  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #958786 , the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 97-27. This solicitation is under the Simplified Acquisition Procedures (SAP)and is unrestricted. The North America Industry Classification System (NAICS) Code is 333315. The Federal Bureau of Investigation(FBI)has a requirement for the following Brand Name or Equal: All or None Requirement. Brand Name-Durst Dice America (DDA)Auto Film Advance (AFA) 3570 Plus Scanner Model that must be Kodak Photo CD compliant; the system is consisted of the following: Qty of 1-Kodak Pro RFS 3570 Plus Film Scanner; Qty of 1-DDA AFA Film Drive for 3570 Plus Scanner: Qty of 1-Kodak PCD/SBA license per CPU; Qty of 1-DDA AFA Workstation and Qty of 1-DDA CD Writer. Requirement specifications: scanner must allow user to scan images unto photo cd's which will be used to produce digital images on the existing digital darkroom setup. Technical Specifications for Kodak Pro 3570 Plus Film Scanner: 300 dpi scan 0.4MB file, 500 dpi scan 1.1MB file, 1000 dpi scan 4.5MB file, 2000 dpi scan 18MB file, Light Emitting Diode technology, scans black & white, color film and slides, scan 35mm, 46mm, 70mm, and 120 formats, automatic color correction and handles any user specified input resolution up to 2,000 dpi. DDA AFA film drive technical specifications: auto detection of individual frames of the following film format: 35mm, and 120 (6x4.5, 6x6, 6x7, 6x9)- up to 100' on standard spools; eliminates need to punch film; allows application of global color, density, & contrast correction to entire roll of the following film types: color negative, color transparency, and black/white negatives; and prescan frames at the speed of approximately 7 frames per min. A Standard Commercial Warranty is required. FOB-Destination -- Cheverly, Maryland -- The above characteristics are intended to be descriptive, but not restricted. Unless clearly marked that the offeror is quoting on an "equal" the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposed to furnish an "equal" product, then the brand name of the "equal"product, if any, shall be indicated on the Request for Quotation (RFQ). The evaluation and the determination as to the equality of the product, if not brand name, shall be the responsibility of the Government and will be based on information furnished by the offeror. The Government's purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available. To ensure sufficient information is available, the offeror must furnish as a part of the quotation- all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the Government to determine whether the "equal" product meets the salient characteristics of the requirement. If the offeror proposed to modify a product so as to make it conform to the requirement, then proposed modifications shall clearly be marked with descriptive materials to show modifications. The government reserves the right to request product samples which can be tested for compatibility and provided at no additional cost. FAR 52.211-6 Brand Name or Equal (Aug. 1999); FAR provision 52.212-2 Evaluation -Commercial Items (Jan. 1999); Each offeror shall include a completed copy of the FAR Provisions at 52.212-3, Offeror Representations and Certifications (May 2001) with its offer. The Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered.
