Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. US ARMY ARDEC, Picatinny Arsenal, NJ needs to procure one each high speed DRS Hadland SVR 3 Ballistic Range Camera that is capable of capturing high resolution digital images of actions occurring at extremely high speeds. This camera must be compatible with 2 other existing DRS SV-553-BR cameras and a computer. The camera must possess the following salient characteristics: This High Speed Ballistic Range Camera system will be used for capturing images of medium caliber munitions flying in the range of 1000 to 1600 meters per second. This High Speed Ballistic Range Camera Must be able to endure an environment that experiences muzzle blasts and airborne debris. Zoomable lens (60-300 meters). Image capturing method uses CCD sensor (2048 x 2048 pixels) for digital images. Incorporates a periscope viewfinder for focusing. Exposure time range between 20 nanoseconds to 1 millisecond in increments of about 10 nanoseconds. Capable of taking either one exposure or up to 16 overlapping exposures per shot. Interframe time range of 50 nanoseconds to 20 milliseconds. Interframe time must be independent of exposure time and adjustable in increments of 10 nanoseconds. Minimum delay to first exposure of 100 nanoseconds. Preflash timing range of 50 nanoseconds to 400 microseconds in increments of about 10 nanoseconds. Triggering should be controlled via TTL positive or negative. Capable of being controlled remotely from about 100 meters away. The Control system: Computer should be built on a standard Intel based platform using modern Microsoft Windows OS. System should have adequate hard drive space and RAM for storing and handling numerous images. Must be able to output images to a 3.5 floppy disk and a standard CD- R or CD-RW. System should be capable of analyzing images for velocity, angle, and distance. Images must be viewable using common Windows based software (i.e. Microsoft Office or Paintshop Pro). Prefer the common TIFF, JPG, or CGM format. Control system must also be able to control a Hadland SV-553-BR Ballistic Range Camera (current camera used on post). This synopsis/solicitation is issued as a request for quotation (RFQ) DAAE30-01-Q-0455. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) code is 333315. The small business size standard is 500 employees. Description item 0001: quantity of one each DRS Hadland SVR 3 Ballistic Range Camera. FOB is Destination -- Picatinny Arsenal, NJ. to Bldg. 65 N, Attn: James Grassi, Delivery is within 6 weeks from date of award. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors -- Commercial, 52.212-2, Evaluation -- Commercial Items, The evaluation procedures to be used are technical acceptability and price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. 52.212-4, Contract Terms and Conditions -- Commercial Items, 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, A firm fixed price award will be made to the technically acceptable lowest price offeror. Commercial warranty requirements apply to this acquisition that are consistent with customary commercial practices.
