Description
The Naval Medical Logistics Command has a requirement for a survey to analyze and evaluate, and assess the moral in the Navy Medical Department on behalf the Bureau of Medicine and Surgery. The Naval Medical Logistics Command intends to negotiate with SPSS, Inc. Courthouse Place, 2000 North 14th Street, Suite 320, Arlington, VA 22201 on an other than full and open competition basis to procure the analysis, evaluation and assessment. The analysis, evaluation and assessment will consider the perception of the current job situation, future-oriented career considers and other aspects of nonwork life. The analysis, evaluation, and assessment will provide scientific, technical, and professional support to on-going Navy Medical Strategic Goals by coordinating the development, production/printing, distribution/mailing, tracking and completion of questionnaires, coordinating the receipt of study data, managing the quality, accuracy and timeliness of the data, establishing the data into a data-base, and providing prelimary assistance to the Bureau of Navy Medicine and Surgery (BUMED) research team and various subject matter experts. The contractor will provide the BUMED research team with the study questionnaire; design the questionnaire, printing and production of the questionnaire, and performing the analyses on the returned written comments from respondents; assist in the development, production/printing, distribution/mailing, tracking, follow-up/reminders, and completion of the questionnaire; will provide project coordinators with expertise in project management to assist the BUMED research team; perform key-to-disk entry for all returned questionnaire and date will be double-entered to ensure accuracy; the final data-base will be no less than 98% accurate; will provide coordination of data collection activities and data-base construction in SPSS in 10.0 for Windows; will include variable data labels and data values; coordinate the coding scheme for these data labels and values with the BUMED research project coordinator; will analyze the responses of two open-ended questions that allow up to three possible responses per question with the responses grouped into content categories based on similar themes; will categorize all responses with each category receiving a numerical code and entered into the data-base; will link the category codes to a respondent who provided the responses via a subject identification code which will appear as the first variable in the data-base; will provide the numerical category code as the last six variables (e.g., three variables for each of the two open-ended questions) in the data-base; will fully transcribe the first 12 lines (i.e., the actual space provided for the respondents? comments on the questionnaire) into a text file document; will utilize all previously collected data to make multi-year comparative analysis; will utilize previously used questionnaire; and will utilize Text Smart Software to organize all statistical data. The BUMED research team will provide the contractor with an electronic copy of the questionnaire as a WORD 7.0 file; an electronic text file of the business addresses of all research participants (this file may NOT be altered in any form without the written consent of the BUMED research team; electronic copy of the text for the cover letters and reminder cards and an electronic copy of any emblems for the cover letters and/or reminder cards. All work will be performed at the contractor?s work site with no use of US Navy or US Government property in the contractor's performance. The contractor will be responsible for the postage, supplies, envelopes, return envelopes and with contractor?s address, reminder letters and other necessary supplies. The contractor will begin performance by close of business 30 Sep 01 with the final analysis, evaluation, and assessment to be delivered to the BUMED research team within 6 months after the date of award of the Government order. Responses questioning the sole source nature of this requirement must contain sufficient documentation to establish a bonafide capability to fulfill the requirements. .
