Description
It is the intent of the National Library of Medicine to procure professional photographic services in accordance with FAR Subpart 13.5 (Test Program for Certain Commercial Items). Photographic services will be provided for the duplication of first- and second-generation 35mm silver-gelatin roll microfilm onto other media (e.g. 16mm, microfiche or paper) to fulfill the requirements of patron and inter-library loan requests, and purchase requests made by third parties. NLM estimates 2,500 second-generation and 100 third-generation duplicates generated from camera and print masters will be required during the base period of performance. The following task are required: 1) production of second-generation (print master) silver negatives duplicated from older camera masters, including some on deteriorating acetate film; 2) production of third-generation positive silver service copies; 3) management of the Third Party Sales Program, including duplication of NLM microfilm in response to purchase requests from domestic and foreign individuals and institutions, invoicing, receipt of payments, and tracking of all transactions, and 4) pickup and delivery of reels from and to the NLM according to a pre-determined schedule (maximum turnaround time of one week consistent and timely provision of film duplication at a level of quality that will meet NLM and patron use requirements. Vendor's facility must meet the following standards: 1) a secured (locked, alarmed) facility in which all NLM duplication work is to be performed; 2) stable temperature and humidity conditions at all times during the transport, storage and duplication of NLM microfilm; 3) provision of a smoke-free, clean work space away from traffic and eating and drinking areas, where duplication work can be performed in a relatively dust-free environment; and 4) equipment must be cleaned, maintained and calibrated according to manufacturer specifications. In addition to the facility standards, the Vendor must provide services in accordance with NLM's written guidelines for: 1) careful handling of NLM microfilm, including use of lint-free white cotton gloves, at all times; 2) careful and accurate evaluation of NLM film prior to duplication, in accordance with NLM's approved specification; 3) duplication by an experienced microfilm technician onto high- or medium-contrast polyester-based 35mm silver gelatin microfilm stock; 4) careful and accurate post-duplication inspection prior to packaging and shipment to the NLM; 5) careful and accurate labeling of microfilm storage cartons using labels with an adhesive that meets with NLM's prior approval; 6) use of fresh expiration-dated film stock; 7) use of microfilm duplication equipment that will not damage NLM film; 8) use of acid-free microfilm boxes, string ties and inert plastic spools in compliance with the latest published version of ANSI/PIMA IT9.2, Photography -- Processed Photographic Materials -- Filing Enclosures For Storage for all newly-duplicated NLM film; 9) re-boxing and labeling of NLM camera masters shipped for duplication in old containers. Vendors must provide provisions of insurance coverage for NLM microfilm in the event of loss or damage; and provisions of a disaster-preparedness and damaged film recovery plan in the event of flood, fire or other catastrophe. The period of performance is anticipated to be from September 30, 2001 through September 29, 2002 with four successive one (1) year option periods.
