Description

Naval Facilities Engineering Command, Engineering Field Activity Northwest (EFANW), in conjunction with the Commander, Navy Region Northwest, plans to offer for privatization, the existing electrical distribution, water distribution, wastewater, natural gas distribution, and steam distribution systems at NAVSTA Everett in Washington State. Privatization is a process that (1) conveys a utility system or a part of a utility system under the jurisdiction of the Secretary concerned to a municipal, private, regional, district, or cooperative utility company or other entity and (2) obtains a utility service contract from the entity to whom the system is conveyed or their agents and assignees. As a result of this solicitation, a firm will be selected to assume ownership of the utility system. The successful firm will be required to purchase the existing system from the Government and may be required to provide expansions to the system to meet future needs of the Government. The successful firm may or may not be the supplier of the commodity procured by the Government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the upgrades, maintenance, repairs, and replacement of the system to ensure continuous, adequate, and dependable service connection within the service area in accordance with industry standards. The Contractor shall be responsible for funding all capital investments required to acquire, upgrade, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The Contractor's proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential Offerors shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Proposal due dates will be identified in the solicitation. The utility systems being privatized are described as follows: 1. NAVSTA Everett -- MWR (Smokey Point) Electrical Distribution System: The electrical distribution system supplies electricity from a single 12.47 kV service point. The electrical distribution system consists of the following: approximately 2.1 miles of underground lines, manholes, area lighting, duct banks, pad-mounted switches, and transformers supplying seven three-phase service connections. 2. NAVSTA Everett -- Main Base Electrical Distribution System: The electrical distribution system supplies electricity from a single 12.47 kV service point. The electrical distribution system consists of the following: approximately 7.7 miles of primary underground lines, substations, area lighting, manholes, duct banks, pad-mounted switches, and pad-mounted transformers supplying approximately forty-three three-phase service connections. In addition to the dry land portion of the Installation, the distribution system also services pier substations to provide service to ships. 3. NAVSTA Everett -- MWR (Smokey Point) Natural Gas Distribution System: The natural gas distribution system supplies natural gas from a single delivery point located in the southeast corner of the complex. From the delivery point the natural gas is distributed to 8 service points at 15 psig via approximately 3,500 feet of four-inch polyethylene pipe and 1,600 feet of two-inch polyethylene pipe. 4. NAVSTA Everett -- Main Base Natural Gas Distribution System: The natural gas distribution system supplies natural gas from a single delivery point near the northeast corner of the facility. From the delivery point the natural gas is distributed at 15 psig to various facilities via approximately 2,800 feet of six-inch polyethylene pipe and 4,000 feet of two-inch polyethylene pipe. There are 18 service points within the natural gas system with the largest being a metered service at the steam plant. 5. NAVSTA Everett -- MWR (Smokey Point) Wastewater System: The wastewater collection system is a compact system that collects the wastewater generated in 12 buildings on the complex and transports it to the City of Marysville's wastewater lines for treatment offsite. The wastewater collection system consists of the following: 955 feet of 12-inch pipe, 885 feet of eight-inch pipe, 2,120 feet of six-inch pipe, 950 feet of service lines, 19 service connections, and 32 manholes. There are no lift stations or force mains on the Marysville Support Complex. 6. NAVSTA Everett -- Main Base Wastewater System: The wastewater collection system consists of 6,715 feet of gravity sewer piping, 3 lift stations, 14,205 feet of force main, 40 manholes, a 450,000-gallon attenuation tank, and 20 industrial service connections. All wastewater generated, with the exception of the Naval Reserve Complex, is pumped through a 12-inch force main to the City of Everett's wastewater system. All the wastewater transferred from the 16 wastewater ship connections on the pier flows to one of the onshore lift stations. 7. NAVSTA Everett -- MWR (Smokey Point) Water Distribution System: The water distribution system supplies water from three connection points. The water distribution system at consists of two sections: the potable water section and the interior fire sprinkler section. The potable water section is a looped system consisting of approximately 7,800 feet of distribution lines and 1,600 feet of service lines to nine service connections. The potable water section provides exterior fire protection by means of fire hydrants located throughout the complex. The system also provides the water source to the interior fire sprinkler section for seven buildings via a pump house, a 100 HP 1,500 gpm fire pump, a small 2 HP 15 gpm jockey pump, and an emergency generator. 8. NAVSTA Everett -- Main Base Water Distribution System: The water distribution system supplies water from two metered connections with reduced pressure backflow preventers. The water distribution system consists of approximately 5 miles of piping, fire hydrants, and isolation valves. There is no potable water pumping station or water storage facility. A 16-inch line extends from each of the service connections towards the piers and provides the backbone for the water distribution system. There are approximately 20 industrial connections and 20 pier service connections. 9. NAVSTA Everett -- Main Base Steam Generation and Distribution System: The steam generation and distribution system provides steam to ships while they are in port, and also to the Laundromat on the pier. The steam distribution system consists of approximately 7,630 linear feet (LF) of steam distribution piping and 4,250 LF of condensate recovery piping, valves, traps, and expansion loops and joints. The steam plant, Building 2300, has 14,000 square feet of space including a 1,296 square foot mezzanine that houses the control room. All boilers are controlled by a Bailey Infi 90 package of PLCs interfacing with the displays on the computers in both the local boiler front computer station and the remote second floor control room location. The steam plant houses five Cleaver Brooks boilers: one 30,000 lb, three 20,000 lb, and one 4,949 lb. All boilers operate at 150 psig. The boiler plant has an operational range from 5,500 lbs/hr when the piers are empty to 50,000 lbs/hr when an aircraft carrier and other ships are at the pier. Primary fuel source for the boilers is natural gas with No. 2 fuel oil as backup. The plant uses water treated with a softener/dealkalizer system that consists of two dual trains (two tanks each) and three transfer pumps. The treated water is stored in a 25,000-gallon tank before use. Make-up for the steam distribution system is 100% with only minor condensate returns. There are six feed water pumps, an air compressor and single refrigerating unit used to provide air for the boiler controls, a 113,000 gallon above ground fuel oil tank, and a 230 kW diesel generator. Note: The steam generation and distribution system includes a compressed air system located in the same building. The compressed air distribution system provides compressed air to ships and the corrosion control facility and consists of approximately 7,350 linear feet of compressed air distribution piping and associated valves. The compressed air system provides 4,000 cubic feet per minute (cfm) of dry, medium pressure air (150 psig) to the pier and the corrosion control facility. The compressed air system compressors are housed in a 3,777 square foot partition of Building 2300. There are two 1,000 cfm and one 2,000 cfm compressors. After the three receivers, the air is piped through a 10-inch line to a refrigerated air dryer. After the air dryer, there is an emergency cross connection into the boiler plant instrument air system for boiler plant use in emergencies. Spray water is returned from the cooling tower and used to cool the compressors. The compressors utilize a four-pass, shallow tube, redundant set of heat exchangers in a closed cooling water system to control temperatures. It is the Offeror's responsibility to check the web site periodically for any amendments and notices to this solicitation. Plan holder lists will not be faxed and will only be available from the web site. The solicitation, plans and specifications will be available on or about 28 September 2001.
