- Description
- The Water and Wastewater Collection Systems at Fort Benning, Georgia, and Alabama, are being privatized in accordance with the Defense Reform Initiative Directive (DRID) #49. Privatization is defined as the transfer of ownership, responsibilities, investm ents, upgrade, plant replacement, continued operation and maintenance of army-owned facilities to the non-Federal sector. Fort Benning intends to transfer ownership of the water production facility, sewage treatment plants, water distribution system, and sewage collection system as well as appurtenances such as water wells, water booster stations, water tanks, generators/transfer switches, meters, back-flow prevention devices, and sewage lift stations and wash-rack facilities to the contractor. The contr actor will be required to furnish all facilities, labor, materials, tools, and equipment necessary to ensure that adequate and dependable utility services is provided to each connection and comply with all applicable Federal, state, and local environmental , health, and safety laws and regulations. The existing facilities include a 12 million-gallon per day water treatment plant with a 1,000,000 gallon sedimentation waste lagoon, a 250,000 gallon filter backwash lagoon and associated piping system and pumpi ng equipment; approximately 232 miles of water distribution lines; two clear wells with a storage capacity of 1.75 million gallons; four booster pump stations; two separate sewage collection systems which collect and route raw sewage to two wastewater trea tment plants; approximately 30 sewage lift stations; two vehicle wash-rack facilities; oil skimmers; and sludge application sites. The contract will be for a period of fifty (50) years. This requirement is unrestricted. All responsible sources may submi t an offer, which shall be considered by the agency. The solicitation will issue on or about 28 September 2001 with proposals due on or about 31 October 2001. The North American Industrial Classification System (NAICS) Codes applicable to this project a re 221310 (Water Distribution) and 221320 (Sewage Treatment Facilities), which corresponds with SIC codes of 4941 and 4952, respectively. The small business size standard for each code is $5.0 million. Offerors may view and/or download this solicitation and all amendments from the Internet at the following address: http://ebs.swf.usace.army.mil/ebs/AdvertisedSolicitations.asp. This solicitation will be placed on Compact Disk (CD-ROM) and will be provided free of charge. The solicitation will not be issued in paper copies. Offerors are required to register to receive the CD-ROM at the aforementioned web address. Offerors are responsible for the accuracy of the information on the Bidders Mailing List. NO EXPRESS PROCEDURES WILL BE UTILIZED ON INITI AL MAILINGS OF SOLICITATION CD-ROMs. Notification of amendments will be made through either 3.5 diskette, CD-ROM, and/or the Internet; however, the Government reserves the right to use only the Internet as notification of any changes to this solicitatio n. It is therefore, the contractor s responsibility to check the Internet address daily for any posted changes to this solicitation.
