Description
17. This synopsis constitutes market research to determine the extent of training available for potential award under FAR Part 12 -- Acquisition of Commercial Items. It does not constitute a Request for Proposal. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program which includes providing all labor, equipment, training facilities, tools, training materials, training devices, supervision and other services necessary for classroom, trainer, and simulator training for Navy C-40A (Boeing 737-700C with increased gross weight (IGW) as configured for U.S. Navy) pilot personnel. The C-40A CACT program requires classroom (academic and practical), a low cost Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, a Part Task Trainer (PTT) (for aircraft system training with trainee input and trainer response capability), and a FAA level "C" simulator. In lieu of the PTT or CFT a higher order device may be used. The flight simulator must be FAA certified to Level C or higher under current FAA Advisory Circular 120-40 criteria for the Boeing 737-700/800 configured cockpit with freeze and repositioning capability. The pilot courses must be taught at a Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) Part 142 Boeing 737-700/800 certified Training Center. All contractor pilot instructors shall be certified under the 14 CFR Part 142 Training Center certification. The anticipated C-40A course requirements shall include: 1) Pilot Initial Course The course shall be a maximum of 12 training days with the following criteria: Approximately 80.0 total hours consisting of classroom training addressing admin/check-in, short general aircraft system's questions and answer period, Reduced Vertical Separation Minimums (RVSM) training, HUD training, aircraft performance training and flight planning training, CAT II and III training. Additional training shall include cockpit familiarization training, PTT training and flight simulator training (approximately seven four-hour flight simulator periods consisting of a 1.5 hour pre-brief, a 1.0 hour debrief and four hours of simulator flight training split between the right and left seat). All trainees will have completed a Navy aircraft systems computer based training (CBT) program prior to attendance of this course. Annual trainee throughput is anticipated to be approximately 60 trainee quotas for fiscal year 2002 and 30 trainee quotas for the out-years. 2) Pilot Recurrent Course The course shall be a maximum of 5 training days with the following criteria: Approximately 34.0 total hours consisting of academic training that provides a short systems review and addresses aircraft updates/lessons learned. Additional training shall include flight simulator training (approximately four, four-hour flight simulator periods consisting of a 1.5 hour pre-brief, a 1.0 hour debrief and four hours of simulator flight training split between the right and left seat). Annual trainee throughput is anticipated to be approximately 16 trainee quotas for fiscal year 2002 and 55 trainee quotas for the out-years. A Non-Personal, Requirements Contract is anticipated with a 60-month period of performance. Organizations possessing a proven capability to provide the above are invited to submit their qualifications. Response shall be limited to 8 pages maximum. CBD responses shall minimally include: present or future FAA certification level of simulator(s) and location, other training devices/part task trainers and their possible applications, trainee throughput capabilities, present/future status of 14 CFR Part 142 certification in the Boeing 737-700, and what courses required the contractor is currently providing and/or capable of providing. Charts depicting capability information will be acceptable. Replies to this synopsis should reference the CBD notice number, solicitation number and date. Replies should also state the company's interest as prime or subcontractor in addition to indicating if they are a small, small disadvantaged, woman-owned or HUB Zone business. Replies must be received within 20 days after the date of posting. Responses by telegram, telephone, or responses combining more than one synopsis reference number will not be honored.
