- Description
- The General Services Administration (GSA) announces an opportunity for design-build services required for a new Federal Protective Service (FPS) Class Room Academy, located in Glynco, Georgia. GSA intends to Contract for design-build services with the firm that best demonstrates a commitment to meet the FPS's program requirements. The Design-Build Firm will be competitively chosen using the Advisory multi-step process in (FAR 15.202)Source Selection procedures (FAR 15.2) and, Design Build Selection Procedures,(FAR 36.303). Technical factors, when combined, are significantly more important than cost or price (See FAR 15.101-1 trade-off). The Government's program objectives for this project are as follows: 1) provide a new Class Room Academy of approximately 14,000 gross square feet of two or three story building including six parking spaces and site development, 2) provide innovative technologies and features which will support improved occupant productivity, energy conservation, space flexibility, reliable systems operation, and low maintenance; and 3) comply with local, state and Federal government codes and standards. The Scope of the design-build service under this proposed Request for Proposals include but are not limited to the following: 1) completion of construction documents; 2) CADD drawings compatible with Version 12,13 and 14 of AUTOCAD and specifications compatible with MS Word 6.0;3) design submissions for 50 percent, 95 percent and 100 percent levels of design completion; 4) construction phase services of the facility; and 5) post-construction services. The total design and construction costs for this project is estimated to range between $1,000,000 to $1,500,000. The Government anticipates awarding the design-build contract by December 19, 2001. =20 =20 Phase I -- Proposal submittal Requirements: Technical Proposals will be evaluated in response to this CBD notice for the following evaluation factors. Prospective offerors must submit technical information regarding 1). Past performance of firm;(250 points) 2). Firm?s Technical approach and experience in providing Design-Build services for similar projects (200 points) 3). Qualifications and experience of Key personnel- (A-E and construction team) (150 points). The qualifications submitted shall include information on team composition (firms comprising the team), and bonding capacity for the $1,000,000 to $1,500,000 million dollar project. Submissions shall clearly address the rating factors in this notice. The Government will evaluate Phase I submissions to identify a maximum of three (3) firms to continue on to Phase II pursuant to FAR 15. =20 The Government shall evaluate all responses in accordance with the criteria stated in this notice, and then advise each respondent in writing if they are one of the three viable competitors invited to participate in the resultant acquisition for Phase II. =20 In Phase II, a Request for Proposal(RFP) will be issued to the firms identified as viable offerors and any firm considered nonviable but request an RFP. Offerors will be required to submit more detailed information identified in the RFP. The Phase II evaluation will be based on technical factors as well as price. The Government reserves the right to make an award based on the evaluation of the Stage II submittal without discussions. =20 Documentation required to be submitted will contain a technical and price proposal. Technical evaluation factors are listed in order of importance; 1) Proposed Design concept, (175 points); 2) Project Management Approach, (125 points); and 3) Proposed technical solutions (100 points). All Technical evaluation criteria, are significantly more important than cost or price for this procurement. This procurement is a Small Business Set-Aside. The Standard Industrialized Classification Code for this project is 1542 and the NAICS is 233320 with a size standard of $27,500,000. A pre-proposal meeting is scheduled for 10/17/01, at the Building Site at Glynco, Federal Law Enforcement Training Center (FLETC), GA. =20 Technical proposal for phase I shall be submitted in response to this notice and must be received in this office no later than 3:00 pm October 4, 2001.=20 Request for Proposals will be available approximately 10/21/01.
