- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ-OH-01-00266. This procurement action is set aside for small business. The North American Industry Classification System (NAICS) code is 335312, size standard of 1,000 employees to qualify as a small business. EPA's Office of Ground Water and Drinking Water is responsible for developing new analytical methods and has a requirement for a Nitrogen Generator that puts out high purity nitrogen and oxygen levels that can be combined in differing concentrations to support high performance liquid chromatograph/mass spectrometers. EPA's requirement is for one (1) Nitrogen Generator, one (1) Analytical Compressor, two (2) maintenance Kits, and two (2) Carbon Towers that will support up to two (2) high performance liquid chromatograph/mass spectrometers at one time. The maintenance kits and carbon towers should provide sufficient supplies to operate the systems for at least one (1) year. Specifications: The range of psig for nitrogen is a minimum of 60 psig to a maximum of 145 psig, with flow rates of up to 550 liters per minute. Oxygen must be variable within the nitrogen with purity of N2 up to 99.95%, plus the ability to increase the amount of O2 up to 5% O2. The percentage of O2 must be capable of varying from between 99.95% N2 to 95% N2 and 5% O2. Documentation: One Operation Manual. The Government intends to award a single purchase order to the lowest offer that meets all the Government specifications. The following FAR clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions Commercial Items of which Addenda is included. View addenda at Cincinnati website. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.203-6 Restrictions on Subcontracting Sales to the Government, with Alternate I; 52.219-14 Limitation on Subcontracting; 52.222-26 Equal Opportunity, 52.222-35 Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. 52.212-2 Evaluation Commercial Items, evaluation criteria is low price, technically acceptable. All offerors must include with their offers a completed copy of provision 52.212-3, Offeror Representation and Certifications Commercial Items.
