Description

The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB, Office of Contracts, Simplified Acquisition Branch (M/CON/SA) intents to solicit, negotiate and award a Purchase Order (contract) on a non-competitive basis using Simplified Acquisition Procedures (FAR Part 13) to Satellite Engineering Group, Inc., P.O. Box 3345, Kansas City, MO 64120-3475 for the purchase of Prodelin 4.5 meter receive-only satellite antenna, series 1451, single pole, C-band with Baird mount interface, Qty. 1 each and Baird mount including pressure pad, Qty. 1 each. These satellite antennas are installed and maintained in IBB earth station equipment at BBG/IBB Affiliates and Posts. Satellite Engineering Group, Inc is the only U.S. distributor of these Prodelin receive-only satellite antennas that meets the Agency's specification requirements. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 (c) (1), which states: "When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.@ This Notice of Intent is not a request for competitive price quotations or proposals. However, other interested firms or persons may express their interest and capability to respond to this requirement. The Government must receive all such price quotations by close of business 12 noon, Monday, September 24, 2001 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon response to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
