Description

The USDA, Agricultural Research Service (ARS), intends to solicit and negotiate with only one source (Foss North America)under the authority of FAR 6.302 for the purchase of a Rapid Visco Analyzer. Computer controlled or stand-alone rotational viscometer, utilizing automatic test routine that include operating instructions, multi step shear and temperature profiles, and linked analysis functions. Windows program is capable of connecting up to four RVA units to one computer. Consits of: Basic unit, RS232 output port, windows software, accessories and training, one case (315/case) of sample cannisters and paddles, installation and training. The system and software must meet the Section 508 Accessibility Compliance Requirements 1194.21, 1194.23, 1194.25 and 1194.26. All Electronic and Information Technology (EIT) procured must meet the applicable accessiblity standards at 36 CFR 1194. Delivery shall be F.O.B.
