Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION IS ISSUED. The Request for Proposal number is PR-NC-01-12550 and is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This requirement is for acquisition, installation and maintenance of interior plantscaping at EPA's New Research Facility and Computer Facility, 109 T.W. Alexander Dr., Research Triangle Park, NC. EPA has gone to great lengths to design and build an environmentally friendly or "green" building. As such, the facilities have been designed to reduce both the direct and indirect environmental consequences associated with their construction, occupancy, operation, maintenance and eventual decommissioning. Living plants not only have an aesthetic purpose but also contribute to the health and general well-being of building occupants through improved indoor air quality. Plants clean the air. Studies have confirmed the ability of common indoor plants to remove many of the common pollutants from the air, thus producing a healthier environment for working. Some plants are better than others at absorbing and assimilating the pollutants. EPA has selected a variety of live plants for the public areas of the new facility. Selections were made after consideration of the environmental conditions of the intended plant locations, size of the spaces, traffic patterns, desired appearance, and ability of the plant varieties to contribute to a healthier indoor environment. This requirement will be a firm fixed price base contract with two options during the estimated period of 10/1/01-9/30/02; and a twelve-month option period. North American Industry Classification System (NAICS) No. 561730 applies with a size standard of $5M in average annual receipts over the last three years. This quotation is issued as a Small Business Set-Aside. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Commercial Items, 52.212-3, Offeror Representations and Certifications -- Commercial Items, 52.212-4 Contract terms and conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (1) Past Performance; (2) Knowledge of Integrated Pest Management and its practices; (3) Qualifications, training and experience of personnel; and (4) Facilities and equipment. For this solicitation, technical evaluation factors are significantly more important than cost or price. The solicitation is available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. A Pre-proposal conference will be held on September 17, 2001, at U.S. Environmental Protection Agency, Environmental Research Center, Classroom #1, 86 T.W. Alexander Drive, Research Triangle Park, NC, beginning at 9:00 a.m. Firms are encouraged to access the solicitation via Internet. If you will be obtaining a copy of the quotation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the solicitation from Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the quotation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal on/or before, September 24, 2001 by 3:30 P.M. eastern standard time.
