Description

The Defense Advanced Research Projects Agency (DARPA) intends to enter into a Purchase Order with Fulcrum Corporation of Fairfax, Virginia, for the development of an experimental plan for sensor related field experiments that will allow DARPA to conduct tests to evaluate the effect of "massing sensors" on the human decider and on the battle outcome. The estimated price is $35K and the estimated duration is two months. Fulcrum has tremendous experience and expertise in terms of providing high-tech engineering services in the areas of sensors, system integration, test and evaluation, mathematical modeling and simulation, and signal processing. The subject effort is a logical follow-on to an earlier "Massed Sensors" effort performed by Fulcrum. Fulcrum is the only source known to the Government with the capabilities, experiences and personnel for accomplishing the subject effort within the Government cost and schedule constraints. This Notice is intended for information purpose only and not a Request for Proposals. Interested sources proposing to supply the specified services must submit a written qualification statement clearly establishing the capability to meet the above requirements within fifteen (15) days from the date of this synopsis. The qualification statements will only be used to determine the need for competitive bids.
