Description
The U.S. EPA, National Risk Management Research Laboratory (NRMRL) intends to negotiate on a sole source basis with the International Resource Group under the authority of FAR Part to perform a study and provide a report of options for the development of a multi-regional MARKEL model. MARKEL is a data-driven energy systems economic model currently used by NRMRL to assess new technologies related to global change. The contractor shall modify MARKEL from a single region model into regional components so that it may be more broadly applied. The contractor shall provide a proposal on regionalization options, implications of various paths, a recommended approach, and an initial estimate of costs. The contractor shall: (1) identify potential users and problems for analysis within EPA, (2) inventory the required data for a multi-regional model, (3) determine the required changes in the current MARKEL data handling and structure, (4) define a regional disaggregation and, (5) provide a written report. This notice is not a request for quotations. EPA source research indicates International Resource Group is uniquely qualified to meet this requirement based on the fact that its personnel developed the original model, that its personnel act as coordinator for the model's maintenance and development, and are thoroughly familiar with the model's computational and theoretical underpinnings and its application. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541620. The anticipated award date is 10/10/01. See Numbered Note 26.
