- THIS CONTRACT WILL BE AWARDED TO A LOCAL NEW MEXICO A/E PRIME CAPABLE OF SELF-PERFORMING 40% OR MORE OF THE WORK IN NEW MEXICO WITH 50% OR MORE OF THE TOTAL WORK TO BE PERFORMED BY LOCAL NEW MEXICO A/E FIRMS. Sandia National Laboratories, Albuquerque, New Mexico (Sandia) intends to contract for Architect-Engineering (A/E) services for the Exterior Communications Infrastructure Modernization (ECIM) project. The exterior underground duct bank and manhole communications system, together with the storm drain lines, sanitary sewer lines, domestic and fire protection water lines, gas lines, chilled water lines, steam and condensate lines and underground electrical lines, form the utility infrastructure for Sandia and the backbone for supporting existing programs and facilities development for new programs. The purpose of the ECIM project is to upgrade / renovate / refurbish and / or replace the underlying communications infrastructure needed for reliable operations through the modernization of the infrastructure components within the western half of Technical (Tech) Area I at Sandia. The ECIM Line Item project will consist of upgrading, / renovating / refurbishing existing and / or installing new primary duct bank (approximately 18,500 linear feet), and manholes (60) that form a physical loop connecting the Main Distribution Rooms (MDRs) and extending from the loop so that the system is in close proximity to most buildings within the western half of Tech Area I; (new primary duct bank consists of nine 5" diameter ducts), installing 288-single mode (SM) fiber optic data cable ring and 48-SM fiber optic security cable ring to the eight Tech Area 1 MDRs; installing 24-SM fiber optic data cable run between Building 880 MDR and Building 821 MDR; installing 96-SM fiber optic data cable branches and 12 SM fiber optic security cable branches from the MDRs to the Intermediate Distribution Rooms (IDRs) or telephone rooms / closets / panels; restoring the existing and / or installing new service entrance duct banks to 50 individual buildings from new or refurbished manholes, (new service entrance duct bank consists of five to seven 5" diameter ducts to MDRs, and one to three 5" diameter IDRs or telephone rooms / closets / panels); fiber terminations, mounting in fiber optic patch panels, testing and documentation; 4200-pair copper voice cable from Building 829 to the northwest quadrant of Tech Area 1 with new copper voice service feeds to the buildings located within the western half of Tech Area 1, copper terminations; and, installing a vault-like manhole on the east side of Building 880. The Natural Gas System Upgrade General Plant Project will consist of installing new 4-inch and 6-inch natural gas piping where the routing of new ECIM duct bank and manhole system coincides with planned gas line upgrades; installing valve clusters at major points of intersection; and, re-establishing existing connections to buildings. Overall, there is approximately 11,300 linear feet of gas line upgrades required; the majority of which coincides with the routing of the new ECIM duct bank. The ECIM Line Item project, expense portion, will consist of storm water pollution prevention The estimated cost of construction for the ECIM project is $11.9 million. A fixed price AE services contract is anticipated. The project design is estimated to be approximately 50% civil, 3% structural 1% architectural, 2% landscape architectural, 2% mechanical and 42% electrical/telecommunications. The estimated cost of construction for the Natural Gas System Upgrade project is $880 K. The A/E scope of work includes completing Title I and Title II design and documentation for the ECIM project. Title I shall include a Program Document, Schematic Design, and Design Development. Title II shall follow with final Design Package and Contract Documents. The A/E scope shall include an option to proceed with Title III (construction engineering services). Title I design is anticipated to commence in the 1st quarter of calendar year2002. Firms submitting proposals must be capable of providing New Mexico Licensed/Registered Professional Engineer's, Landscape Architect's, and Architect's Seals on the appropriate construction documents and must have demonstrated experience in designing infrastructure of similar type and scope. In addition the primary telecommunication engineer must be a BICSI Registered Communications Distribution Designer (RCDD -LAN) with extensive customer owned outside plant (COOSP) experience. Experience must include: infrastructure improvements both at and below grade, construction traffic control plans, landscaping, sustainable design, gas line, telecommunications systems, and commissioning. A fixed price A/E services contract is anticipated. All interested firms should submit a letter of interest, which includes demonstrated capability of meeting the qualifications in this announcement, together with fifteen (15) copies of their proposal. The proposal should include standard forms SF254 and SF255. The proposal is limited to 25 double-sided pages including the SF254/255. The proposals for A/E services will be evaluated and scored by a committee of Sandia personnel based on the following best value criteria: (the best value criteria is listed in order of importance) 1) Management Plan and Approach -- Project Manager, Discipline Leads and Key Support Personnel roles, responsibilities and interfaces, including project team organization and overall management plan. 2) Similar Experience by the A/E Team -- Project specific relevance to ECIM. 3) Experience of Team Members -- Professional Designation/Certification/Education and Technical Experience (It is expected that team members identified in the proposal will perform the work and will be involved throughout the ECIM project). 4) Quality Management -- Internal QA Process and External QA Interface and Document Control. 5) Methodology and Performance of Cost Estimating, Schedule and Cost Control, and Construction Engineering Services. 6) Electronic Management and Media -- Experience with the software that will support the ECIM Project, including Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Project, Microsoft Access, and Primavera Project Planner (P3) [latest versions suitable for Windows/NT 4.0/5.0 (2000)], Microstation (CADD), and proven internet based communication capabilities. 7) Programming Methodology -- User Requirements and Infrastructure Concepts. 8) Estimated number of calendar days for completing 30%, 60% and 100% of both Title I and Title II. Sandia will evaluate qualifications and select one or more firms to submit fee proposals as part of the final evaluation process. Additionally, Sandia may, at its discretion, conduct oral interviews with the selected firm(s) to review qualifications and/or negotiate fees. Sandia will make its final selection using best value procurement practices with the successful firm providing Sandia the best overall cost-benefit ratio. All proposals must be submitted in writing, organized and tabulated per the best value criteria sequence. No telephone or fax proposals will be accepted. Proposals are due by 3:00 p.m. MST, Tuesday October 9, 2001.
