Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; quotes are bein g requested and a written solicitation will not be issued. This requirement is for all equipment, supplies, materials, labor and training necessary to configure and install Petroleum Oil and Lubricant Dispensing Stations in two (2) motor pool buildings on Fort Hood, Texas. For tracking purposes only the Solicitation Number will be identified as DPWRMD-1241-N201. This solicitation is issued as a Request for Quotations. The incorporated provisions and clauses are those that are in effect through Federal A cquisition Circular 97-27. The NAICS code applicable to this acquisition is 333999 and the small business size standard is 500 employees. This solicitation is 100% set-aside for small business concerns. A site visit is scheduled for 14 Sep 01 at 1:00 P. M. The site visit will commence at the Fort Hood Contracting Command, Bldg 1001, 761st Tank Battalion Ave, Room W113, Fort Hood, TX 76544. All interested contractors are encouraged to attend. Please provide the number of personnel who will attend the si te visit and any technical questions to Belinda Woods, Contract Specialist, via e-mail at: http://belinda.woods@hood.army.mil, or via facsimile at 254-287-5354/5506 not later than 3:00 P.M. Central Time, 13 Sep 01. All offerors must be registered in the Central Contractor Registration (CCR) Database in order to receive an award. The website address for registration is: http://www.ccr.dlsc.dla.mil. The due date for receipt of quotes and technical proposals is 3:00 P.M., Central Time on 21 Sep 01. All quotes shall be marked with the Solicitation No. DPWRMD-1241-N201. Offerors shall include a complete d copy of the Offeror Representations and Certifications (FAR Clause 52.212-3) with the proposal. The website for accessing the clauses is provided below. All responsible sources may submit a quote. This action is subject to the Availability of Funds cl ause. The Government contemplates award of a Firm Fixed Price Contract resulting from this solicitation. The estimated delivery date for completion of the contract shall be one year from receipt of order. Work shall commence at one location and be compl eted prior to commencing work at the next location. Line Item 0001- Contractor shall provide all labor and equipment necessary to install Petroleum Oil & Lubricant Dispensing Stations in motor pool building 30017 at Fort Hood, TX in accordance with the mi nimum requirements stated below. Line 0002-Contractor shall provide all labor and equipment necessary to install Petroleum Oil & Lubricant Dispensing Stations in motor pool building 15028 at Fort Hood, TX in accordance with the minimum requirements stated below. Line Item 0003-Provide tanks off of the GSA Schedule GS-07F-9114G, (qty 2 each). The GSA contractor is Hoover Containment, Phone 800-224-3834, Fax 770-396-8622. The minimum requirements for installation of Petroleum Oil & Lubricant (POL) Dispen sing Station are as follows: Tank accessory equipment shall be installed on the tanks by entering through the exterior walls to the existing tank locations. All lubrication equipment shall be mounted to fixed objects on both the interior and exterior po rtions of the building. Prior to installation the Government shall approve the exact location of affixing the lines. Pipe shall be installed from tanks to pumps and dispensing reels. Air supply piping shall be installed to power the pumps from the existi ng air supply. The dispensing nozzles shall be of a mechanical type. The POL Dispensing Station shall be capable of dispensing the following products as presc ribed for each location: grease, motor oil (15W40), gear oil (80W90), hydraulic fluid (10W), antifreeze, and compressed air. The contractor will provide all tanks required for installation. The contractor shall purchase the tanks via GSA Contract No. GS- 07F-9114G, Hoover Containment. The Government will issue a letter of authorization to use the GSA Federal Supply Schedule. Tanks shall be proposed at or below the GSA schedule price. The contractor shall submit the following additional information with their quotes: (1) itemized listing of equipment, supplies and materials to be furnished for each location, and (2) the equipment shall be Lincoln, Alemite, or equivalent brand name equipment. If an equivalent brand name or equal is proposed the contracto r shall provide descriptive literature with the quote in accordance with FAR 52.211-6, Brand Name or Equal. The Contractor shall perform (1) quality control inspection of installed equipment, (2) perform testing of tank monitoring system, (3) monitor safe ty procedures and performance for contractor's personnel, (4) install all tank accessory equipment and mount level gauge panel for each tank. A distribution panel within 100 feet of panel location shall provide power to the panel. Contractor shall furnis h and install all conduit and wire to connect panel to level gauge, tank sensor and high-level alarm mounted at the tank. (5) provide and install a main rack suitable to accommodate sufficient reels per location prescribed. Each dispensing reel will be l abeled with the appropriate label for the product being dispensed with at least 1 inch lettering on a background plate of sufficient size. The reels will not be mounted in excess of 12'from the floor unless the building location does not provide for that height. A drip pan shall be mounted on the rack below reel nozzles. Drip pans will be constructed of 18 gauge, galvanized metal and placed within 12 inches of lowest hanging nozzle. Drip pan will have a minimum 2 inch lip to prevent spills of dripped pr oducts. Drip pan will cover the entire surface of the dispensing rack, (6) connect used product tanks (antifreeze and motor oil) with appropriate piping to the inside of the facility to allow for interior disposal. Contractor shall provide and install a 2-compartment sink type tub and extra hose on each sink to empty catch pans provided. Each compartment shall be a minimum of 16 in x 16 in x 8 inch deep with an 8 inch splashguard mounted on the backside. The sink shall be constructed of 11 gauge stainle ss steel and have a 2 inch drain in each compartment of the sink, (7) furnish and install all above ground new product tanks and piping to connect tanks to pumps, hose reels and connect air supply to the pumps, (8) apply a minimum of one coat Red Oxide pri mer and a minimum of one finish coat of exterior paint, Black, Federal Color No. 27038, to all aboveground pipe and pipe supports on the exterior of the building, and (9) install a minimum of 4 inch steel pipe collision posts (bollards), a maximum of 4' ap art, on the front and sides of the tank areas. Each bollard shall be a minimum of 4' high. Bollards will be surface mounted on at least in 8in x 8in steel plate with a minimum of 4-1 inch x 6 inch mounting bolts. Bollards will be filled with concrete. The Contractor shall provide a minimum of one copy of Operations and Maintenance Manual and a minimum of eight (8) hours of training on the completed system for a maximum of 14 Government personnel. The Contractor shall provide the standard commercial wa rranty on all parts and labor, shall specify length of warranty time and general information. Upon completion of installation and prior to training, Contractor shall start-up and test entire system to ensure that POL dispensing station is completely operat ional. FAR 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Item, is applicable to the award as follows: The government will award a contract resulting from this combined synopsis/s olicitation to the responsible offeror whose offer, conforming to this synopsis/solicitation, will be most advantage to the Government price and other factors as stated herein. The evaluation factors are (1) Offeror shall submit their technical approach outlining the equipment and individual prices quoted for their proposed configuration and propose how installation shall be accomplished. The contractor shall propose a configuration setup for each motor pool. The configuration design for each motor pool may differ as determined by the government (2) Price and (3) Past Performance. The offeror shall provide three (3) references of the most recent relevant projects. Past Performance and Price are considered of equal importance.
