Description

DESC: The United States Department of Agriculture (USDA) Grain Inspection, Packers and Stockyards (GIPSA) Federal Grain Inspection Service (FGIS) Grand Forks ND intends to issue a sole source purchase order with Oxford Instruments for a MQA11 MMQA7005 Benchtop NMR system for oil & Moisture in Oilseed Analysis. This is for a instrument to determine the percent of sunflower oil in the seeds and is contingent on the issuance of a certificate of conformance by the USDA GIPSA FGIS Technical Services Division Kansas City MO. The proposed contract action is for a MAQ11 MMQA7005 for which the government intends to solicit and negotiate with only one source under the authority of FAR 6/302. His notice of intent is not not a request for competitive proposals. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-26.
