Description

The U. S. Geological Survey (USGS) intends to negotiate, on a sole source basis, with Proteus Research and Consulting Ltd. for the development of statistical models and associated estimators, tests, and software for patch occupancy of wildlife species (probability that a sampling unit is occupied by the species of interest.) The USGS has conducted market research and has found that Proteus Research and Consulting Ltd is the only firm possessing the requisites to complete the work. The work requires development of statistical sampling models, derivation of maximum likelihood estimators, assessment of estimator performance, and development of user-friendly computer software for implementing these methods. All responsible sources may submit a statement of qualifications, within 5 days after publication of this synopsis and will be considered by the government solely for the purpose of determining whether to conduct a competitive procurement. The Award will be made using simplified acquisition procedures.
