- Description
- The International Boundary & Water Commission, United States Section, has a requirement for a firm-fixed price contract to purchase Cellular Phone Services and equipment for personnel located at Headquarters, 4171 N. Mesa, Bldg. C-310, El Paso, TX 79902 as follows: Plan 1: One (1) account, Minimum of 900 "anytime" minutes. Night and weekend minutes not required but accepted if offered at no additional cost. No roaming charges, no long distance charges for any call made within the continental US (CONUS) to anywhere within CONUS. Ability to call from anywhere in CONUS to anywhere in Mexico along the US/Mexico border and in Mexico City. Ability to call from Mexico into anywhere in CONUS. Plan 2: Twenty-two (22) accounts, Minimum of 200 "anytime" minutes on primary business line. Night and weekend minutes not required but accepted if offered at no additional cost. No roaming charges, no long distance charges for any call made within the continental US (CONUS) to anywhere within CONUS. Ability to call from anywhere in CONUS to anywhere in Mexico. Ability to call from Mexico into anywhere in CONUS. Features for all acounts: The following minimum features shall be provided with each activated number at no additional cost. Caller ID, Voice Mail. Contractor Provided Equipment: Contractor will provide equipment, at a cost to the agency, as follows: Twenty-three (23) flip-style phones, tri-mode CDMA with external display of time, date and caller ID, and vibrating ring, similar to one of the following: Motorola V60, Samsun SCH-8500, or LG-TM510, Equivalent to one of the above, or better. Accessories provided at no additional cost: Wall (AC) adapter, Desktop Charger, Hands-free Headset (earbud acceptable), Case or holster, User guide, Lithium-Ion battery, with minimum of 200 minutes talk time and 160 hours digital standby. Discounts: The provider shall offer best available pricing and/or government pricing. Any discount and/or preferred pricing shall be extended to any optional second line established at the employee's request (where authorized). The provider shall provide the same equipment "incentive" or better for each phone purchased under this contract that is available to the general public or corporate accounts. Billing: The contractor will provide an itemized monthly bill for each official line activated under one account. Length of contract: The minimum length of the contract shall be for one year, from the period October 1, 2001 through September 30, 2002. Second line/separate billing option: If the winning bidder can provide a second line/separate billing option, then at employee's request they may exercise this option. The employee-selected plan is not required to mirror the agency's service plan. Employee will sign a separate contract with service provider and receive a separate bill for all charges incurred on second line. Second line to receive all benefits and discounts afforded to USIBWC. The contractor shall waive all early termination fees for all optional second lines established at employee's request (where authorized) ONLY IF the Agency does not fulfill the complete length of the contract and the employee does not elect to keep the service. This requirement is unrestricted. The applicable North American Industry Classification System Code for this procurement is 513322. Simplified Acquisition Procedures will be used for this commercial acquisition. The small business standard for this acquisition is 750 employees. Tentative dates for issuing and opening RFQ H-21-01 are September 12, 2001 and September 23, 2001 respectively. Copies of the bid packages are available at no charge.
