Description

The Food and Drug Administration intends to issue a Purchase Order on a sole source basis to MDL Consulting Services for the development of software that would permit the unique identification codes to chemical compounds on the basis of molecular structure. The contractor would utilize its own Chemscape development tools to develop a custom web application which would (1) Check chemical structures for uniqueness, (2) Assign identifying numbers, and (3) Provide a searchable database. Simplified Acquisition procedures will be used in accordance with FAR Part 13. The Standard Industrial Classified (SIC) Code for this acquisition is 7389 and the North American Industry Classification System (NAICS) Code is 561990. All responsible sources that can provide and meet the above requirement shall submit a response by mail or fax . Evaluation/Award will be based on the offer that provides the best value to the government. The Purchase Order is being issued on a sole source basis because the contractor has already developed software tools that enable them to identify chemical substances based on molecular structure . The work requires MDL to develop a application custom fitted to FDA's needs, which would not be possible without the underlying core application. MDL is a standard in the pharmaceutical industry for identification of substances based on molecular structure.
