Description

The Corporation for National Service, a wholly owned Government Corporation, intends to award a contract to a qualified vendor, who can provide support to the Corporation's Office of General Counsel. Primary responsibilities will be to research legal issues, interview witnesses, draft discovery documents, prepare for and conduct depositions, and perform other tasks related to cases pending before the EEOC. The attorney proposed must meet the following qualifications: (1) have at least three years experience in Federal sector Equal Opportunity (EO) law, personnel law, and litigation experience before the EEOC, MSPB, or FLRA; (2) substantial direct work experience in an EEOC district or regional office; (3) Bar membership in good standing (any jurisdiction in the United States); and (4) excellent research and writing skills, attention to detail, strong interpersonal skills, and effective communication skills, are essential. We anticipate needing an individual with the above qualifications for 40 hours per week. Proposals must include resume, writing sample and hourly rate for attorney to perform the task. In addition, the attorney proposed will be interviewed by the Corporation's General Counsel. It is anticipated that these services will be required for approximately 60 working days. Transportion or travel expenses will not be paid unless required in performance of the services as noted above. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HQSWR0105 and is issued as a request for a quotation (RFQ). The North American Industry Classification System (NAICS) code for the requirement is 541110 and the small business size standard is $5M. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The provisions at 52.212.1, Instructions to Offerors Commerical, applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. This is a best value procurement and evaluation of offers will be based on quality, experience, past performance and price. References must be included with your offer. The clause 52.212-4, Contract Terms and Conditions Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items applies to this acquisition. The following clauses listed in 52.212-5 (b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225-3; and 52.232-34. Proposals must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposer with the Government and sent to the address in this announcement.
