Description
This will be a Cost Reimbursement without fee contract to an educational institution (Mercer Engineering Research Center(MERC)) for Engineering Services applicable to the AN/ALR-69(V) Radar Warning Receiver in support of modifications to software as required and hardware and software design trouble shooting as required. MERC is the only known source that can satisfy the Government's requirement since they designed the FSRS and developed the software algorithms, and are therefore the only known source with the necessary design information. Period of Performance: 12 MONTHS ARO. The approximate issue date will be 25 Sep 01, with the approximate response date of 28 Sep 01. Authority: 10 USC 2304 c (1) , Justification: Supplies or services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. All potential offerors should contact the buyer/PCO identified above to for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but communicate serious contractor concerns, issues, disagreement, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
