Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-01-R-0166 is hereby issued as a Request for Proposal (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 as well as DCN 20001213. The North American Industry Classification System (NAICS) Code for this procurement is 334515 and the size standard is 500 employees. This procurement will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Naval Surface Warfare Center, Crane Division (NSWC Crane) intends to enter into a firm-fixed-price, supply-type contract with Cabletest Systems USA, 1600 Genessee, Suite 822, Kansas City, Missouri 64102. The basis for restricting competition is the proprietary rights of Cabletest Systems USA and the duplicative cost to the Government to utilize another source to satisfy the Government's requirement. This requirement is for the following: Item No. Schedule of Supplies Quantity Unit Unit Price Amount 0001 Multi-port Test System 0001AA Cabletest Test System, 1 Each Part Number MPT-1000T. 0001AB MUX-120 Switchcard 2 Each Assemblies. 0001AC WINPRO Software Upgrade, 1 Each Version 3.0.0 or greater. Delivery is required F.O.B. NSWC Crane IN 47522 within 42 days after award. Final inspection will be at NSWC Crane IN. Selection for award will be based on past performance and price. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm-fixed-price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government. The offeror shall provide its Commercial and Government Entity (CAGE) Code, Contractor Establishment Code and Tax Identification Number.
