- This is a request for quotation for commercial items. This combined synopsis/solicitation for commercial items in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and the solicitation package will not be issued. Solicitation DAHA45-01-Q-0026 is issued as a request for quotation, is a 100% small business set-aside and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. The associated NAICS is 333999 with 500 employess. This will be an all or none fixed-firm price contract. The Washington Army National Guard is requesting a High Speed Thermal Cycler. This piece of equipment must be able to perform 30 cycles in less than one hour, real time analysis of PCR products, portable (less than 60 lbs). Available reagents shall include Y. pestis, C. botulinum, B. anthracis, F. tularenius, Brucella sp. Offeror shall include five each reagent kits with 64 tests and 5 test each test kits for training purposes only. Model shall be Idaho Technologies RAPID or equal. The provisions in FAR 52.212-1, Instructions to Offerors -- Commercial Items and FAR 52.212-2, Evaluation -- Commercial Items apply to this acquisition. Offerors must specify business size, cage code, duns number, and tax-ID number in their quote. Prospective contractors must be registered in Central Contractor Registration (CCR) to bid on this solicitation. Offerors must include a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certifications -- Commercial Items, with their Offer. The clause in FAR 52.232-33, Payment by Electronic Fund applies to this acquisition. Award will be made to that offeror whose quote meets the specifications lised above and is the most advantageous to the government, which includes past performance and price evaluation. The government intends to award a fixed firm price order. All quotes shall include prices, FOB point (name and telephone number), and GSA numbers if applicable, business size and payment terms. This award is being made under Simplified Acquisition Procedures, Part 13 of the FAR. The government will not be responsible for any costs associated with the preparation and response of this announcement. Bids are due no later than close of business Friday, September 22, 2001.
