- Description
- NASA/LaRC plans to issue a Request for Quotation (RFQ) for Cerius 2 software and maintenance, which is required to generate computational methods in support of the nanoscale materials research, plus two one-year options. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Accelrys, Inc., as the only known source who can meet the Agency needs. The subject procurement is for highly specialized, state of the art software. A complete software package is required for the numerical simulations of physical and chemical processes at the atomic scale in condensed matter. These computational methods play significant roles by providing information for laboratory experiments, and values of critical physical parameters that cannot be directly measured. Such benefits of simulation can bring substantial impact on the efficient progress of on-going R&D programs at Langley Research Center. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/25/01. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
