SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR ONE (1) RPP2 MB/DB ASSEMBLY, TWO (2) PSP2 MB/DB ASSEMBLIES, ONE (1) SRSIF-R (REPEATER), AND ONE (1) ROVL4-2S (OVERLAY). =20 DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH Comptek Amherst Systems, Inc. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source Firm Fixed Price (FFP) Contract to Comptek Amherst Systems, Inc., 30 Wilson Road, Buffalo, NY 14221. This Sole Source purchase will be for one (1) RPP2 MB/DB Assembly (w/16 RPM2s, 400 MHz, 32 MB, Part Number 758-6008024-03, two (2) PSP2 MB/DB Assemblies (w/16 RPM2s, 400 MHz, 128 MB, Part Number 197-6008002-06), one (1) SRSIF-R (Repeater, Part Number 197-6008006-01), and one (1) ROVL4-2S (Overlay, Part Number 197-6008010-01). This acquisition is for the purchase of equipment in support of the Infrared Sensor Stimulation System (IRSS). The IRSS is required to support the Electronic Combat Integrated Test (ECIT) program. As part of the IRSS, the requested items are required for support of the Scene Generation Subsystem (SGS), the Scene Rendering Subsystem (SRS), and the Universal Programmable Interface Subsystem (UPIS). The requested items are specially designed, developed and manufactured by Comptek Amherst Systems. Comptek Amherst Systems is the sole manufacturer of the requested items. Comptek Amherst Systems has proprietary rights to the board firmware required to manufacture and test the required items. They maintain all necessary drawings, part lists, schematics and other files necessary for production. Consequently, because Comptek Amherst Systems has proprietary rights to board firmware, electronic test setup requirements, functionality test data files and detailed test procedures, the government does not have access to specifications or diagrams necessary to allow competition. This Sole Source award will be made to ensure that all the requested items are compatible and/or interchangeable with the items already designed, developed and integrated into the IRSS system. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the one (1) RPP2 MB/DB Assembly, two (2) PSP2 MB/DB Assemblies, one (1) SRSIF-R, and one (1) ROVL4-2S. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements required in this synopsis.
