- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 27-3K47-01 is issued as a request for quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. The NAICS code is 334516, with a small business size standard of 500 employees. Delivery schedule is estimated at 60 days after receipt of order. Ship by F.O.B. Destination with inside delivery, to the U.S. Department of Agriculture, Beltsville, Maryland 20705. The Government intends to award on a sole source basis to Perkin Elmer Life Sciences, 549 Albany Street, Boston, MA 02118, pursuant to FAR Subpart 6.3. Line Item 01: #1442-001, ProXPRESS Proteomic Imaging System; Line Item 02: #UV-WL, UV to white light plate; Line Item 03: #802100, CD Burner; and Line Item 04: #53024, 50.8mm diameter 680/30nm EM Filter. The following minimum requirement is required: The Laboratory requires imaging of wide variety of flat samples including large and small format gels, microscope slides, 96 well plates, and microarrays. An imager is needed that can support and analyze single or multiple labeled samples with a resolution of 50 microns or less. A pentium PC > 900MHz, 384 MB RAM, > 20 GB hard Drive, CD writer, 17" display is required. Image acquisition software for instrument control and image acquisition is required. Requirements include a cooled, 16 bit , slow scan digital CCD camera with a high power objective for computer controlled focusing and an emission filter wheel with positions for 6-50 mm filters. Filter sets required in addition to FITC and Sypro Ruby include 485/20 nm, 530/30 nm, and 620/30 nm. A wide wavelength UV transilluminator with peak wavelength of 365 nm is required. Additional requirements include a high powered Xenon lamp with a minimum lifespan of 1200 hours to be used with 6-25 mm filters. A height adjustable sample carrier for illumination from the top, bottom and edge for chemiluminescence is required. A sample grid for checking focus and scanning alignment is needed, as well as a red fluorescent sheet for shade correction. A UV to white light converter plate for optimal detection of Silver and Coomassie Blue stained gels is required. The following FAR clauses, provisions and addendums apply: 52.212-1 Instructions to Offerors -- Commercial Items; 52.212-2 Evaluation -- Commercial Items -- Award to a technically acceptable offeror, at a fair and reasonable price; the following factors shall be used to evaluate offers in order of importance: technical capability of the item offered, price, and past performance; 52.212-3 Offeror Representations and Certifications -- Commercial Items; 52.212-4 Contract Terms and Conditions -- Commercial Items; 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items; and 52.247-34 F.o.b. Destination. In paragraph (b) of 52.212-5 the following apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.225-3, 52.225-13, and 52.232-34. 52.222-70 COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999) (DEVIATION)(USDA). (a) The offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212(d). (b) An offeror who checks "has not" may not be awarded a contract until the required report is filed. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clauses 52.232-34 and 52.232-35 (31 CFR Part 208) requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Program (VXP), which will result in a number being assigned to the contractor for payment under EFT. NFC can be reached at 1-800-421-0323 or at www.nfc.usda.gov. All offerors must include completed copies of 52.212-3 (Representations and Certifications), and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). Fax quotations are acceptable to Janice Speth (301) 504-5009 on or before September 24, 2001 by 4:30 p.m. (EST). Quotations other than the brand name specified above should include literature, specifications, and other such information corresponding to the requirement which demonstrates the capabilities of the equipment to meet the minimum requirement. The following factors in descending order of importance shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement; (ii) price; and (iii) past performance. Award is to be made to the technically acceptable offeror conforming to the solicitation at a fair and reasonable price. All responsible sources may submit a quotation which will be considered by the agency. The anticipated award date is September 26, 2001. =20 =20
