Description

The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB) Office of Contracts, Simplified Acquisitions Branch (M/CON/SA), intends to solicit, negotiate, and award a Purchase Order on a non-competitive basis using Simplified Acquisition Procedures (FAR Part 13) to Inte-Great, LLC, 8630 Fenton Street, Suite 328, Silver Spring, Md. 20910 for the purchase of software to upgrade the existing Property Plus Software. Inte-Great, LLC is the developer of the agency's property management database and is the sole proprietor of this software; therefore, Inte-Great is the only known vendor that can provide the required specialized software upgrade. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 (c) (1) which states: When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such price quotations by 12 Noon EST, Tuesday, September 25, 2001 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
