Description
This is a competitive, combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 13, FAR Subpart 12.6, as well as supplemental information provided herein. This announcement constitutes the only solicitation/RFQ; proposals are being requested and a written solicitation will not be issued. The U.S. Patent and Trademark Office (USPTO), located in Crystal City, Arlington, VA, and specifically the Office of Public Affairs, has as part of its mission the dissemination of information to the public concerning patents, trademarks, and related information. The public relations goal is to generate awareness among the general public of the value of the intellectual property systems, to herald the contribution inventors and entrepreneurs make to our way of life, to enhance awareness of the career opportunities available at the USPTO, and to motivate educators to use the inventive process as a vehicle for scientific inquiry. The contractor shall furnish the necessary personnel, material, equipment, services, and facilities to perform the following. SCOPE: The scope of this requirement is to provide the USPTO with a designed and produced broadcast media campaign to include production of radio, television, and print advertisements to inform and educate the general public regarding invention development and the risks concerning invention promotion firms. Venues of distribution will include broadcast media and cable television outlets. The finished product shall be two commercials, one shall be 60-seconds in length and the other shall be 30-seconds in length. Both commercials shall comply with the standards set forth in Section 508 of the Rehabilitation Act of 1973, Electronic and Information Technology Accessibility for Persons with Disabilities, as published in the Federal Register, Vol. 65, No. 246, at 36 CFR part 1194.24, Video and Multimedia Products, paragraph (c), (d), and (e). Offerors are required, in the technical proposal, to determine and demonstrate complete compliance with Section 508 requirements, and further in the formulation of their pricing proposal, offerors are required to include all costs associated with this compliance, as it relates to this acquisition. Also, both commercials shall be available in English, Chinese-Mandarin, and Spanish speaking languages. The contractor is responsible for developing a script working in concert with the USPTO approving official. The final script must be approved by the USPTO approving official. Visuals may consist of still photos, stock photos, stock footage and original footage, including interviews. Contractor shall provide camera, lighting, and sound to film, and obtain all necessary stock stills or footage. Contractor shall be responsible for obtaining all releases from any persons on camera, securing any copyright or trademark permissions as needed, and paying any fees as required. APPROVALS: Contractor will produce a rough-cut with scratch track for review and approval by the USPTO approving official. Until such time as the Contractor has received written approval of the rough-cut with scratch track, a final radio, television, and print advertisement shall not be produced. The Contractor, at no additional cost to the Government, will make changes necessary to the rough-cut with scratch track, and resubmit for approval. DELIVERABLES: Upon approval of the final radio, television, and print advertisements by the USPTO, the Contractor will provide one (1) Beta SP Master for a 60-second commercial, one (1) Beta SP Master for a 30-second commercial, one (1) 60-second written script, one (1) 30-second written script, and one (1) Digital Audio Tape (DAT). CONTRACTOR RESPONSIBILITIES: Contractor must have appropriate equipment or access to facilities to produce the radio, television, and print advertisements. Contractor will be responsible for obtaining all stock images and clearance for using anything not in the public domain, this includes model releases and any permits or permissions required for location shooting. Contractor will be responsible for overseeing any subcontractors needed to fulfill the scope of work. USPTO retains all rights to footage and all distribution and use as a Government entity in which no copyright is held. The anticipated delivery date of final products is not later than November 1, 2001. SUBMISSION INSTRUCTIONS AND EVALUATION CRITERIA: The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In making the best value determination, the following factors shall be used to evaluate offers: Technical (combination of numbers 1 and 2 below), Past-Performance and Price. In responding to this announcement respondents must provide, for the purpose of evaluation, all of the following: 1) One (1) sample radio, television, and print advertisement that demonstrates: a) Use of multi-layered images and graphic techniques. b) Effective use of music to complement the messages presented. c) Creative use of wipes, fades and any other creative visual transitions. d) Professional level lighting and sound quality, as well as studio or on-the-street interviews. e) A radio, television, and print advertisement in which the writing of the script was a requirement. f) A radio, television, and print advertisement production of similar size, scope and length. 2) A sample treatment that you might use if awarded this project. 3) Relevant past performance information and references from past performance on successful projects. 4) Proposals shall include all pricing information and associated production costs of the radio, television, and print advertisements. In addition to a complete technical package and price proposal that respond to numbers 1 -- 4 above, provide your Dun and Bradstreet Number (DUNS), Taxpayer Identification Number (TIN), and certification of your business size. This requirement is set-aside for small business. The NAICS code for this requirement is 512110. A firm fixed price purchase order will be awarded utilizing simplified acquisition procedures. This solicitation /RFQ incorporates all of the applicable provisions and clauses in effect through FAC 97-27, as if stated in full text, as well as the terms and conditions of FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. The Contractor shall comply with the following FAR clauses, which are incorporated in this contract by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial items: FAR 52.212-5, Paragraph (b) (11) 52.222-21, (12) 52.222-26, (14) 52.222-36, (15) 52.222-37,(19) 52.225-13, and (22) 52.232-33.
