- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, MD, intends to negotiate on a noncompetitive basis with FiberGate of Springfield, Virginia for the lease of private (i.e., dark) optical fiber cable connections. Data transmission rates will be up to one (1) gigabit per second. The contractor shall provide leased optical fiber pairs between the following sites for a period of one year commencing on November 06, 2001: 1) NOAA Headquarters, Silver Spring, MD, to University of Maryland, College Park, MD; 2) University of Maryland, College Park, MD to Federal Building 4, Suitland, MD; 3) Federal Building 4, Suitland, MD to World Weather Building, Camp Springs, MD; 4) World Weather Building, Camp Springs, MD to Maryland Science Center, Bowie, MD; and 5) University of Maryland, College Park, MD, to Goddard Space Flight Center, Greenbelt, MD. Vendors who believe they can meet these requirements are required to submit in writing an affirmative response demonstrating they can meet the Government's requirements. To be considered an affirmative response, all written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements in a cost effective manner. In your response, you must address the item listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements; cost data should be included also. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price purchase order is contemplated for this effort. Affirmative written responses must be received no later than 10 days after publication to this synopsis. See Notes 22 and 26.
