- Description
- The NASA/Goddard Space Flight Center (GSFC) plans to issue Request for Proposal (RFP)5-12588/272 for the follow-on effort to the requirements currently being performed under NAS5-99084 and NAS5-99085, for the support to the Laboratory for Terrestrial Physics. This requirement will support the Laboratory for Terrestrial Physics in the areas of (but not limited to): mission planning, requirements analysis; systems definition; evaluation of existing systems; development of new software; programming; algorithm development; and acquiring, processing, and analyzing scientific data. This effort will support satellite remote sensing, field and aircraft instruments to measure Earth, oceanic, biospheric and atmospheric processes. This procurement will also include scientific and engineering support for the design, development, and testing of remote sensors and sensor systems. The Draft RFP (DRFP)5-12588/272 was synopsized on March 19, 2001, and was issued on August 2, 2001 for industry comment. This competitive procurement will be 100% set-aside for small businesses only. See Note 1. The NAICS Code and Size Standard are 541710 and 500 employees, respectively. The basic period of performance is for 5-years, no options. Contract performance will be on-site at the NASA/Goddard Space Flight Center and at the Contractor's facility. A Cost-Plus-Award-Fee (CPAF) contract will be issued with an anticipated start in May 2002. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9. The anticipated release date of the RFP5-12588/272 is on or about September 26, 2001, with an anticipated proposal due date of November 9, 2001. A site visit will be scheduled prior to the release of the RFP. Offerors should monitor the Internet site for the further details. The provisions and clauses in the RFP are those in effect through FAC 97-27. An Ombudsman has been appointed. See Internet Note "B". All qualified responsible sources may submit a proposal, which shall be considered by the agency. Any documents related to this procurement will be made available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
