Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Protected Resources Division is issuing notice of intent to negotiate a sole source procurement with Dr. Andrew Rosenberg of the University of New Hampshire to conduct a study on the interactions between wild and escaped cultured Atlantic salmon and to explore the impacts of different mortality rates on the recovery potential of wild Atlantic salmon populations. The investigation of interactions between aquaculture and wild Atlantic salmon is an issue of domestic and international importance. In order for this research to be successful and able to be implemented in a management context both domestically and internationally, the researchers must have experience in domestic fisheries management and international resource management. In particular, knowledge and experience with US management of Atlantic salmon and US participation in the North Atlantic Salmon Conservation Organization is critical to the success of this project. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by September 27, 2001. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.=20
