Description
The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Altum Inc., 3749 Carrisa Lane, Onley, MD 20832 in accordance with FAR 13.106(b)(1) to provide upgrade and professional support to the ChemIDplus systems. The period of performance for one base year and one successive one year option period. The ChemIDplus database is a public web-based search system that provides access to structure and nomenclature to identify chemicals cited in NLM's databases and in other major government resources. The database contains over 351,000 chemical records of which over 95,000 include chemical structures data. The software used by ChemIDplus includes MDL Chemscape Server and ISIS Host, Netscape enterprise Server, and Oracle. Custom Software Services (CSS) developed the ChemIDplus database, however, CSS changes their name to Altum, Inc. in the year of 2000. Altum developed a special set of Java proprietary software programs, which are used to update the NLM ChemIDplus database, online, or in batch mode. The Java framework software was develop for maintenance and system upgrades as required by NLM. Altum, Inc. is the only source that can provide the upgrade and support services for the ChemIDplus Database. Altum shall provide the following services: migrates the underlying databases and application to Solaris; improve stability of the system; upgrade the DBMaint system; and create SML data on request; and upgrade search interface. This notice of intent is not a request for competitive quotations. However, all quotations received 15 days from the date of publication will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date of the contract is on or around closing date.
