- Description
- This is a combined synopsis/solicitation for a commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. AIC number ISR010001957 is being issued as a Request for Quotation (RFQ) in accordance with FAR Part 12 . The solicitation document and incorporated provisions and clauses are those in eff ect through Federal Acquisition Circular 97-27. The Defense Threat Reduction Agency (DTRA) has a requirement for unlimited on-line research services to legal, news, financial and public records databases, for legal research in the General Counsel, Counter intelligence, Public Affairs, Financial Management and Technology Security Offices. The Contractor shall provide passwords for unlimited access to the research services for a minimum of 66 individuals (names and location will be provided at time of contr act award). Passwords shall be available for all DTRA employees upon request. The contractor shall provide access to the following unlimited on-line services: (1) All US federal and state statutory, legislative, regulatory, administrative and case law m aterials. Full text of law reviews and treaties material. Shepards Citation Service or equivalent, for validating and updating case law. This includes a system to retrieve and validate all legal materials and view daily updates of historical law cases. Current and archived major newspapers, magazines, wire services and other periodicals, including the New York Times, Cable News Network (CNN) and National Public Radio (NPR) transcripts. Personnel locator databases, including all 3 major credit bureau's header information (e.g., current address and phone number, previous address). (2) Professional customer support services via toll free numbers, 24 hours per day. The Customer Service Department shall provide technical assistance and answer questions conc erning research strategies, database structures, software usage, and other types of questions related to the use of the on-line services. This support shall be provided both within and outside of the United States. (3) The Contractor shall also provide th e following: Ability to restrict reports according to issues of law, issues of fact, analysis, jurisdiction, headnote or date. Ability to provide citating reference to subsections of statutes, regulations and law reviews. Ability to download, print, e-m ail and fax documents retrieved. Ability to do full-text searching of public records data. Individuals shall have access to all categories with a one time log-in procedure. Only one search logic will be required. Access to service categories shall also be available for home use and off-site. The contractor shall submit quarterly reports to the Contracting Officer Representative (COR) detailing the libraries used, the number of hours logged, and the number or searches, by office. Anticipated contract type : Firm-Fixed Price. Period of performance shall be twelve months after contract award date. All questions regarding this solicitation must be submitted in writing and must reference the solicitation number and can be submitted via facsimile at (703) 767 -4691 to Ms. Delilah Jones, Contract Specialist. The date and time for receipt of offers is 19 September 01 at 2:00pm EST. Facsimile responses are acceptable. All proposals shall include the following: (1) Contractor's Business Size; (2) Commercial and Government Entity (CAGE CODE); (3) Data Universal Numbering Systems (DUNS); and (4) Taxpayer Identification Number (TIN). This is a small business Set-Aside under NAIC Code 514191 . The award will be made to the contractor whose proposal represents the b est overall value technically acceptable lowest price to the Government.
