- Description
- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation, number N00259-01-T-0062, is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. The Naval Medical Center San Diego intends to award a sole source, firm-fixed priced purchase order to Neil Kelly, 3950 Leland Street Apt. C14, San Diego, CA 92106, for the acquisition of non-personal services as an executive research programmer/scientist. Contractor will be responsible for the design, development, implementation and maintenance of computer-based systems supporting the administrative, clinical and research operations of the Refractive Surgery Center, NMCSD. Duties include: interfacing with a team of clinical doctors, technicians and vision researchers to evaluate their information system requirements and to determine how electronic data processing can be utilized to satisfy these requirements; develops functional specifications to meet information system requirements and develops the applications software from these specifications; converts symbolic statement of information requirements to detailed logical flowcharts for coding into high level computer language; develops system development plans and test plans, devises sample input data to provide tests to program accuracy, adequacy and efficiency, using the applicable computer system to test and debug programs; performs all programming required to maintain previously-developed systems/programs; develops and maintains an inventory of computer hardware and software needed to meet all information system requirements within the Refractive Surgery Center; participates in the design of clinical research studies and the subsequent development of research protocols; performs other research duties as assigned; and must be able to travel at least four times a year. Requirements include: PhD in biological science with at least 5 years of research experience that is applicable to the ongoing research at the Refractive Surgery Center NMCSD; at least one year experience directly involved in refractive surgery research; professional knowledge of computer science to include systems theory, central processing units and peripheral hardware devices, operating system and system support software such as editor, sort, links, etc., system analysis and design, and automated data systems development, implementation and maintenance; knowledge of mini and micro computer operations in both a single-use and multiprogramming environment; must be proficient in database development, flow-charting and concepts design; must have experience with Microsoft C and Visual Basic, Microsoft Access, Excel and Word, Microsoft SQL, Microsoft Windows 98, NT and 2000, HTML and Document capture hardware and software; working knowledge of visual performance measurements including visual acuity, refraction and contrast sensitivity; ability to communicate orally and in writing using grammatically correct English. Services will be performed at Refractive Surgery Center Branch Medical Clinic, Building 624-2,2650, Naval Training Center, Stockton Road, San Diego, CA 92106 unless specifically directed otherwise by the research Director or the Director , Refractive Surgery Center, NMCSD. Duty hours will be Monday through Friday from 0730-1630. Period of performance: 01 Oct 01 through 30 Sep 02. Interested parties that have never been awarded a contract or employed by the Refractive Surgery Clinic NMCSD must provide three letters of reference. These letters must attest to the contractor's skill, knowledge and ability to write and maintain databases and must be dated within 5 years. Award will be made based on the professional requirements listed in the statement of work, past performance and price.
